The importance of the software development process and software quality to a company’s operating cost, productivity and overall competitiveness is increasingly recognised. In many cases, the ISO 9000 quality standard is now a prerequisite for providing software and other computer based services, creating a real need for comprehensive quality improvement methodology which encompasses that standard. The Bootstrap project has helped fill that gap, developing a formal methodology for assessing and improving the way organisations develop software. The Bootstrap methodology is built on the original concept of a software Capability Maturity Model (CMM) introduced by the Software Engineering Institute, and incorporates accepted standards, European Space Agency, PS005 and ISO 9000. The basis of the methodology is to provide a reliable and consistent benchmark on which to assess existing practices and processes and define a set of actions and initiatives which would improve quality, reliability, development costs and productivity. Software quality benchmarks can be established regardless of the development models used or whether software is embedded in other components or used for internal management systems.
