COLUMBUS - Monitoring, Managing and Transferring Marine and Maritime Knowledge for Sustainable Blue Growth

Guidelines on carrying out COLUMBUS Knowledge Transfer and Impact Measurement

This task will provide the guidelines, methodologies and templates to ensure a standardised approach across all competence nodes for each separate step of the Knowledge Transfer cycle.

Collection of Knowledge transfer case studies for promotion of Marine science across Europe

WP7 will provide support to each Knowledge Transfer Fellow and associated Competence Node when Knowledge Transfer plans are being developed in WP6. This deliverable will show the support given into the selection of communication channels, materials and tools depending on the Target User(s), and how WP7 worked in conjunction with all Competence Nodes to ensure coherence of all materials created and activities conducted. This task will also strive to ensure that the Knowledge Transfer activities are timely and where possible, are planned in conjunction with communication activities. (M18, 36)

Report on KO’s identification

Task 2.1 has carried out a preliminary identification of relevant marine projects. Within each Competence Node the Node leader will be responsible for examining the identified projects in order to identify the Knowledge Outputs. Each Competence Node will; 1) Pre-assess projects based on project descriptions, shortlist projects of potential relevance 2) Engage with shortlisted projects, identify potentially relevant Knowledge Outputs (via interviews) if not already listed in Knowledge Gate 3) Complete a comprehensive Knowledge Output Table (KOT) per project with all relevant information related to the Knowledge coming out of the project and its potential application to various target users. 4) Provide any newly identified KOT’s to EurOcean to insert in the Knowledge Gate

Inventory of relevant data/metadata and additional relevant information

Each Competence Node will liaise with EMODNET and carry out an analysis of any data, metadata and additional relevant information sets that may have a relevance to specific themes (D4.2) as to assist the tailor development of transference products.

Upgraded Marine Knowledge Gate

Over the course of the project, EurOcean will maintain and further develop the Marine Knowledge Gate (KG) ensuring all identified projects, in particular those from FP7 and H2020, will be listed in the KG.

Report on knowledge gaps and needs in different focus areas

Report on the comprehensive desk research where all relevant European strategies will be analysed with regard to knowledge gaps and needs.

Knowledge Demand: Assignation of Knowledge needs to Competence Nodes

Regional partners will assist in the mapping exercise (T3.2) to ensure there is a regional assessment carried out within each expert group and the Node leaders in cooperation with the External Advisory board will assist in the analysis of challenges and priority areas. This exercise will allow the partnership and the Node Leaders who will assist in the analysis to identify which areas should be prioritised for WP4 (identifying and collecting relevant knowledge). Furthermore, the individual systems maps will be compared to identify common challenges and bottlenecks allowing different competence nodes to work together to overcome inhibitors.

Report on Marine Research for a Blue Society activities

Report on the different activities WP7 engaged to positively illustrate the impact of marine research use.

Progression of Knowledge Outputs to Knowledge Transfer

Each Competence node will examine the information available in the Knowledge Output Table (KOT) and map a progressive pathway for each Knowledge Output to progress from its current state to where it can achieve ultimate impact. We term this the “Knowledge Output Pathway (KOP)” and it is based on the identification of the value generating steps and actors specific to each step of a pathway that would facilitate their evolution to impactful application through Knowledge Transfer. (M16, 22, 28)

COLUMBUS Blue Society Knowledge Transfer Handbook

Handbook that brings together the combined learning, results and recommendations from the COLUMBUS Initiative to be shared with the wider stakeholder community in a level of detail that will allow others to adopt and replicate Knowledge Transfer methods.

Quality and Evaluation Plan

Set up a Quality and Evaluation Plan to define mechanisms that can allow monitoring of the work of the consortium and its outcomes

Pilot initiative on incorporating Knowledge Transfer in a national funding agency

Report on the incorporation of the COLUMBUS Knowledge Transfer methodology into a national funding agencies process

COLUMBUS Blue Growth Knowledge Transfer conference reports

An annual report on the COLUMBUS international conference, that will gather project partners, Knowledge generators and end users, as well as Knowledge Transfer specialists, to discuss ongoing COLUMBUS Knowledge Transfer and successful examples of Marine Knowledge Transfer. (M13, 25, 36)

Brokerage event reports

Report on the cross-cutting Brokerage Events planned by relevant COLUMBUS partners to reach different groups of end-users: for instance ECMAR (maritime community), EMB or EurOcean (research policymakers), MSE or MCDE (clusters), CNRS (Euromarine), PLOCAN/SMARTBAY (IT, Platforms, multiuse platforms)

Inventory of relevant projects by priority focus area

Preliminary lists of potential projects per priority focus area (WP3), will be identified through a keyword search methodology selected by each Competence Node

COLUMBUS Dissemination & Exploitation Plan, including website

A draft Dissemination and Exploitation Plan (DEP) will be ready before the start of the project, in line with EC funding rules, and it will be finalised early in the project, and validated by the partnership on an annual basis. It will adopt EC best practice communication guideline principles and define the objectives, target end-users, planned tools and channels, responsibilities, resources and metrics for measuring impact. On an annual basis, the plan will be evaluated for effectiveness and adjusted if needed, following inputs from the partnership and consortium bodies. A portfolio of dissemination resources and tools will be developed to facilitate promotion and widespread awareness of the project including strong and distinguished branding, website, factsheet, PowerPoint template, and other suitable promotional material.

Mapping Report of possible inter-relationships, inter-linkages and dependencies of prioritized knowledge gaps and needs of the focus areas combined

Using established and proven methodologies (eg world-café, Delphi consultation, questionnaires), per focus area, carry out a systems analysis in order to a) identify the challenges per focus area and b) develop a systems map which will identify their interlinkages which will help identify major bottlenecks affecting each focus area

Oceans of Tomorrow Pilot Collection

Support to the EC in collecting descriptions of knowledge generated by the Oceans of Tomorrow projects for upload in a pilot exercise for the EC marine and maritime information sharing platform.

Knowledge Gaps per Focus Area

Based on WP3 findings and the analysis of the collected research outputs (Task 4.3), the Competence Nodes will identify the remaining knowledge gaps which will support WP8 recommendations development

Recommendations for European and National funding agencies to embed Knowledge Transfer systems in current and future funding mechanisms

A set of recommendations for funding agencies on a national, regional and European level on how to incorporate Knowledge Transfer as a priority component of the research evaluation mechanisms

Reference Guide for Competence Node interactions and collaboration

Terms of reference for the efficient and effective interaction and collaboration between the Competence Nodes.

Report on current evaluation of research performance

Review of traditional and current metrics of success for researchers and research performing organisations to understand the current landscape and identify case studies of progressive organisations responding to the broader role of science in society.

Report on Capacity Building for internal and external Participants

Report on the regular internal training sessions (during progress meetings and remotely) to continually upskill the partnership as well as open training sessions to upskill external researchers. (M18, M36)

Report on existing Knowledge Transfer initiatives including their positive and negative attributes from an end user point of view

Report on the understanding gained in COLUMBUS of the interpretations of different knowledge user groups (research community, policy, society and Industry) in order to identify characteristics and components of effective Knowledge Transfer mechanisms and initiatives (e.g. technology transfer offices, development agencies, knowledge brokers, Technology Platforms, Joint Programming Initiatives etc.).
