RESILENS: Realising European ReSiliencE for CritIcaL INfraStructure

Periodic Reporting for period 2 - RESILENS (RESILENS: Realising European ReSiliencE for CritIcaL INfraStructure)

With the societal dependency on critical infrastructures services, disruptions to their normal operation could significantly affect public safety, security and economic activity in developed societies. There is therefore a clear need to identify, develop and operationalise resilience approaches to assist CI stakeholders in preparing for/mitigating, responding to and recovering from likely disaster events. With this challenge in mind, The RESILENS consortium aims to deliver enhanced concepts in resilience and risk management that will have the capabilities to address crises and disaster management in CI. The primary aim of the RESILENS project is to develop a European Resilience Management Guideline (ERMG) which through its uptake will lead to coherent and effective crises and disaster resilience management for CI. In addition to these, further societal RESILENS objectives include: increased societal resilience and the ability of EU economic/institutional systems to cope and respond in disaster or attack events or other security challenges; promote awareness of the importance of resilient CI in safeguarding economies, society and environment; educate and support relevant CI stakeholders in adopting organisational structures that will support more integrated coordination in planning, responding and recovering from disaster and crises events.
WP1 reviewed the current state-of-the-art (SOTA) of resilience and risk management concepts and methodologies in research, practice and policy as well as investigating how these have evolved as a means to establish a baseline upon which to build the enhanced approach to resilience that RESILENS promotes.
The WP1 activities in the first reporting period also included an extensive review into current state-of-the-art in resilience and risk management approaches to CI, drawing from research, a stakeholder consultation with relevant EU CI stakeholders to examine resilience practice in the CI sector and a provision of a roadmap connecting the gaps to be addressed by RESILENS project outcomes. The main findings from WP 1 include the submission of D1.1 D1.2 and D1.3; Provision of working definitions of resilience and critical infrastructure resilience for the project and the identification of the need for tools and guidance to assist CI stakeholders in the transition from current risk practices to implementing CI resilience.

WP2 covered a review of existing methods and tools for resilience management and the development of RESILENS tools for CI resilience management. In this WP, the initial content and infrastructure for the RESILENS Decision Support Platform (RES-DSP) as well as the Resilience Management Matrix and Audit Toolkit (ReMMAT) were developed. The development of risk driven key resilience management steps and sub-steps based on the SOTA results in WP 1 were also put forward. The main outputs of WP2 include the submission of D2.1 D2.2 and D2.3 development of the RESILENS resilience management steps, the ReMMAT, and a framework for identifying critical infrastructure assets.

In the 1st reporting period, WP 3 was mainly focused on the development of the Draft ERMG and the structure for an interactive, web-based RES-DSP. An in-depth table top testing workshop of the RESILENS developed tools and draft ERMG with EU CI stakeholders was also carried out. WP3 main results include the submission of D3.1 and D3.2 an agreement on a methodical framework and approach for the development of the RESILENS resilience management tools and the Draft ERMG, intended for the CI operators/owners based on a coherent resilience management framework.

WP 4 commenced in the last two months of the reporting period and mainly concentrated on developing the methodologies and concepts underlying the pilot demonstrations of the RESILENS tools which will be carried out in the 2nd reporting period.

WP5 activities included the definition of the key objectives and purposes of harmonisations activities in the RESILENS project, the development of an integrated initial Concept of Operations (CONOPS) framework model to support the organisation and integration of guideline perspectives of various actors and use of resources and an initial refinement of the toolkit and ERMG to improve its usability and eventual operationalisation in CI. WP5 main results include the submission of D5.2. an a review of the development process of the toolkit and ERMG in line with the harmonisation objectives of the project.

Work carried out in WP6 included the initial development RESILENS E-Learning Hub to provide stakeholders with content on the outputs of the project including guidelines, innovative training and education materials, risk assessment, skills standards, industry specific standards and legal frameworks and the completion of guided interviews with end users and with the development of an ongoing online survey identifying Learner and Training Needs Analysis to inform the e learning hub development . The RESILENS newsletter was produced and the RESILENS website, Twitter Account and LinkedIn Groups created and updated. The RESILENS findings were disseminated via peer reviewed publications, conference presentation, workshops and relevant events. WP6 outputs include the submission of D6.1 D6.2 6.3 D6.4 and D6.5 producing RESILENS project fact sheets, video and news stories for website and social media, and the RESILENS “Through the Lens” e-newsletter – currently reaching 719 individuals across EU member and non-member states.

WP7 is tasked with ensuring that the RESILENS project is effectively managed from inception to completion. These include the organisation of consortium meeting to address progress and make steering decisions. Proper communication with the EC and continuous monitoring of the project budget and assisting partners with budget and task allocation were maintained via this WP. WP main outputs include the submission of D7.1 D7.2 and D7.3 and organisation of GA/EB and WP meetings.

WP8 is tasked with ensuring that the RESILENS project activities and outputs are in compliance with the ‘ethics requirements’ set out by the commission. D8.1 and D8.2 were submitted in this WP.
RESILENS goes beyond the SOTA by the development of the ERMG and an accompanying ReMMAT on a single RES-DSP platform. The ERMG will cover a set of resilience assessment methods for all CI sectors including accounting for cascading effects. The development of the ReMMAT will permit CI stakeholders to qualitatively score and quantitatively index their level of resilience and/or allow for a quantitative analysis of an overall system. Using the audit tool it is expected that the user will have an indication of the most relevant stages of the resilience cycle to focus on based on the guiding score derived at the matrix stage. The project is developing an open online RESILENS E-Learning Hub to provide stakeholders with content on the outputs of the RESILENS project - guidelines, skills and industry specific standards and legal frameworks. The Hub will be accessed from a single entry point for all users, and will provide users with resilience guidance. The innovation of the E-Learning Hub is that it will be intuitive, and can illustrate the interrelation of resilience and risk management across different CI providers. The hub will provide drill down functions to inform the user on guidance dependant on their industry, role, disaster type or stage.
