Stakeholder interaction

To ensure the interaction with stakeholders an Industry Reference Group (IRG) will be implemented. The Reference Group guarantees the direct link to the stakeholder community. Within the IRG project external experts as well as interested stakeholders will be represented. It provides additional feedback and input from outside the project. Within WP13 3-5 meetings of the IRG will be organised. Within WP13 workshops, seminars, side-events on special topics and the intermediate as well as the final conference will be organised with the support of other project partners.

CBA methodology for offshore grids

Based on the existing ENTSO-E Guideline for Cost Benefit Analysis of Grid Development Projects and on recommendations issued by Task 7.2, this task will formalize a CBA methodology adequate for offshore grids. The main indicators that must be computed in a CBA will be defined, and guidelines on the approach that must be followed to compute them will be defined. Result of WP7.6 is a methodology rather than a tool. Recommendations of WP7.6 will, where sensible and achievable, be used for WP12.

Operation of WPPs connected to DR-HVDC

A report that will present the results of the operation of WPPs connected to DR-HVDC, including startup, normal and disturbance operations

Requirements for grid code extension

List of requirements to adapt and extent existing grid codes (together with WP3)

Report on the broad comparison of protection philosophies for the identified grid topologies

Based on a literature study, a shallow analysis of selected protection methods is performed using the developed test grids and the benchmark scenarios. The report explores various approaches and identifies those methods that are robust for fault detection and the system effects of the fault occurrence and the fault clearing.

Intermediate document on tasks 7.3 for stakeholder consultation

Financeability is related on the one hand related to the regulatory framework which is established by tasks 7.1 and 7.2 but also on the the possibilities on funding and investor participation. This document will contain draft proposals including as assessment of the appropriate governace model for a North Sea grid.

A questionnaire is sent out to manufacturers, developers, TSOs, governments, regulators and academia to capture the gained experience in the existing built or planned offshore grid. The results of this questionnaire is consolidated and used as an input for the requirements in D1.5

Specifications of the control strategies and the simulations test cases

The report contains the detailed specifications and requirements for the control of WT/WPP and it describes the test cases used to verify in simulations the proposed controllers.

The requirements that have been set in MS2 are re-evaluated within the project and if adaptations are needed, agreed upon and shared within the project. This will avoid incompatibilities in the final result of the project which result from incompatible requirements.

Final report with proposals for an EU regulatory and financing framework for the development of integrated offshore electricity transmission infrastructures.

Report and computer demonstration with a draft roadmap and reference off –shore grid expansion plan

The draft roadmap is described in this deliverable. It is taking into account the development pace of off-shore wind and technical and economic factors. A business case is made to assess the viability. The initial roadmap and some typical flows are visualised interactively on a geographic map. This initial roadmap will be enriched by WP12

Report on DC GIS diagnostic and monitoring tools and methods

The monitoring methods and working principles and limitations of the associated equipment are explained in this deliverable, along with how the measurements made by such techniques can be used to determine the condition of DC GIS.

Report with reference scenario and related offshore meshed HVDC grid topology

The scenarios for installed generation and demand development are described in this deliverable. This includes both on- and offshore figures which are in input for the business case study.

Report on harmonization of WPPs connected to HVDC sysems

This deliverable reports the work in tasks 11.3. It deals with ancillary services and harmonic emission from wind power plants connected to HVDC systems with VSC as well as DRU converters. The deliverable includes recommendations to test procedures and model requirements.

Requirements for DC switchgear [joint deliverable with WP16]

The practical implementations of devices will be categorized in several device classes (defined in collaboration with WP6). For each single class, an allowable range of operation to which the device must comply, is defined.

Report on harmonization of HVDC systems (RWTH M46

This deliverable reports the work in tasks 11.2. It deals with HVDC control systems, HVDC protection systems and DC switchgear considering functional requirements, test procedures and model requirements for HVDC systems.

White- and position papers on HVDC breaker testing

Final report of testing experiences and recommendation

Report with a synthesis of the available studies on offshore meshed HVDC grids and related barriers/gaps at the inception of the project

Numerous studies have been carried out on the topic of (meshed) offshore grids. Their lessons learned are captured and connected in a report that is used as input for D1.5

First sketch of DP integrating the current PROMOTION project and past project results

A first sketch of the deployment plan will be based on interim results and conclusions from the WP's. A careful study of a portfolio of potential solutions and recommendations coming from work packages 1 to 12 is required in order to establish a complete deployment plan. All project partners need to be fully aligned.

Harmonisation catalogue

This deliverable reports the work in tasks 11.1 regarding the harmonization catalogue. The harmonization catalogue includes the following parts: • Description on relevant harmonization groups and documents. • Analyses of potential new contributions from the technical research work packages WP2-6 and demonstration work packages WP9-10 and WP15-16 in PROMOTioN. These analyses are intended as background for the topic workshops organized by tasks 11.2, 11.3 and 11.4 • Conclusions including the findings from the analyses and the topic workshops

Preparation of cost-benefit analysis from a protection point of view

The main elements of the DC grid protection system influencing the costs and benefits of systems will be investigated. The analysis will provide feedback on how CAPEX and OPEX are influenced.

Document on recommendations for specifying DC GIS systmems

A guideline for correctly specifying, i.e. determining the ratings, of DC GIS for application in offshore HVDC meshed networks will be provided in this deliverable.

Report with recommendations to best practice for compliance evaluation

This deliverable reports work in Task 11.4 regarding compliance evaluation. Apart from international committees work, the deliverable includes national experience e.g. from Germany. The reports also includes justifications and background information for the recommendations.

Roadmap for DC CB implementatation

White- and position papers on pre-standardization of DC GIS testing

The results and learning points of the practical long term DC GIS test set-up will be reported in white papers and transmitted to WP11 for pre-standardisation

Report on justified recommendations to grid codes

This deliverable reports the work in Task 11.4 regarding recommendation to grid codes. The deliverable deals with grid code requirements to control of WPPs as well as HVDC systems, and grid code requirements to protection, both starting from the ENTSO-E Network Code.

Document on test requirements, procedures and methods

This document will provide a comprehensive list of test requirements, i.e. aspects of DC GIS that need to be verified prior to installation, and test procedures, i.e. how to verify those aspects, and methods i.e. the test circuits. The deliverable will ensure close alignment with existing and ongoing standardization techniques.

Final Stakeholder report

Optimal scenario for the development of a future European offshore grid

The optimal scenario will form a compromise between desired and expected scenarios, based upon the results (data & key assumptions) and recommendations of the different work packages.

Intermediate document on tasks 7.2 for stakeholder consultation.

The interim document will contain the draft proposals on the economic regulatory properties of an EU framework, covering a range of proposals on e.g. cross border cost –benefit allocation, revenue models and investment incentives.

Report with the compliance evaluation results using simulations

The report will include the results of the simulations done to verify the effectiveness of the test procedures for compliance evaluation.

Detailed description of the requirements that can be expected per work package

For each technical requirement that is quantified in WP1, items that are used per WP are listed. This gives a comprehensive insight in which requirements are commonly used by multiple WPs.

Executive summary of project interim and final report

WP 14 supports WP 13 in editing and layouting interim and final reports. The content and final responsibility of project reporting has WP 14. An executive summary of the interim report will be published and the final report will be published and printed in English. An executive summary of the final report will be translated and published in English, German, French and Dutch language.

Performance of ancillary services provision from WPPs connected to DR-HVDC

The deliverable will include the simulation results for the capabilities of DR_HVDC connected WPPs to provide ancillary services.

Publications (x number of papers, articles, reports, conf. presentations …)

Partners will publish articles and papers based on the progress and the results of the project. Supported by a professional agency, SOW will coordinate and facilitate these publication efforts via the website, in national and international trade press, scientific journals and technical magazines and in online media.

External Communication via marketing material and media work

To ensure a wide distribution of the project SOW will prepare and support external communications activities e.g. media work (press briefings), multimedia formats, Youtube channel, display tools,

Newsletter – bi-annual

The project newsletter will be distributed twice a year. It will contain project results and activities, as well as project related topics and the findings of other related projects. For the content generation of the newsletter input from the other partners is an absolute must. The newsletter will be sent to policy and industry stakeholders as well as to other interested parties. A sign-in tool on the website will enable interested parties to be included in the newsletter mailing list.

Establishment of internal/external Project information system

The main communication tool for this project will be the website with its intranet function. This function will enable the exchange of internal knowledge and data within the partnership. The project’s progress, including milestones and deliverables, will be managed via the intranet tool. The website will ensure wide dissemination of project content and results to relevant stakeholders, interested parties and the general public. It will be regularly updated based on the input of other WP leaders.

Mailing list - regularly updated

The targeted mailing list is based on the input of all project partners and will contain contact details of relevant policy and industry stakeholders The list will be regularly updated, and directed to maximum size of recipients.

Development of Project Identity

The project identity will contain a project logo, a claim and a corporate design, e.g. templates for power point presentations, reports and papers, flyers, rollups. SOW will be supported by a specialised subcontractor with excellent experience in this field.
