State of the art and gap analysis of current indicators to measure flight efficiency. Analyze the possible refinements which can be implemented to include the use of the advanced knowledge and multiple sources of information in order to obtain a set of enhanced efficiency indicators. Definition of new possible indicators which can measure the flight efficiency in a better way the HFE is currently measuring it. The definition of those indicators will be based on the different data source combination, figuring out which of the provided data is needed to define each indicator.
The PMP will describe the overall management framework in which the tasks will be executed. The PMP will identify and describe the procedures, the activities and the tools needed to organize, control, plan and coordinate the project. It will address the following areas: scope, timing, costs, quality, resources, communications, and risk management.
The new metrics will be compared and related to other existing metrics for “operational efficiency” at local level. Each party’s “local performance” impact on the global and other parties’ “local performance” will be modeled, to gain understanding on real “local performance” versus theoretical “local performance” (i.e. the performance a party can achieved only when all the other parties have achieved maximum performance). Typical scenarios will be tested for handover of the flights from one ANSP to another. The interdependencies between the established indicators at local level and correlations with different Key Performance Areas (KPAs) will also be tested.
This deliverable will report on the different conditions in which the new indicators are tested in the project and the potential limitations. Benefits will be reported on the integration of the new indicators on the user-oriented operational environment (comparing reference scenarios (e.g. current days of operation in which those indicators are not used) with the potential scenarios previously defined).
In order to guarantee the accomplishment of the expected measures in dissemination and exploitation activities, quantitative objectives and results will be reported.
This deliverable will reporton the testing of the new proposed framework for real-time ATM performance monitoring. The two steps of the process will be reported: 1.- The first step to take will be the calibration of the model using historical data in order to compare the actual results with the ones reached through this advanced data model. The model will be calibrated by showing the likeness between both results. Different iterative processes in order to refine the model will be carried out to complete the calibration. 2.- The second step for this task will be the verification that the advanced data model complies with all of the requirements available by the current technology. The advanced data model should allow us to predict the established indicators in a dynamic way to take advantage of them, not only in a post-analysis but in real time. It will be tested if the results obtained are representative of the simulated scenario
Design a strategy to carry out an initial experimental testing aimed to show a better representation of the operational efficiency of the system comparing the current indicator with the ones defined in WP02. It will be necessary the definition of methods and procedures, as well as tools to perform those experimental testing.
Describe the technical requirements for this Advanced Data Model, mainly allowing the implementation of all the data collected. The technical requirements should be defined in order to create a functional model which can be understood by the stakeholders and tested by the users.
This deliverable will define the objectives for the dissemination activities, identifying and defining target groups, defining types of dissemination activities, their scale of dissemination and access, defining the main role of each Consortium member, define a time schedule over which dissemination activities will take place according to a specific time during the development of the project. Additionally, this task will establish and maintain mechanisms for effective exploitation once a market analysis has been carried out.
Implementation of the algorithms designed for calculating the newly developed indicators in a stream-based data processing environment. The appropriate stream-based data processing framework on which to implement the system should be determined.
