Conditional Access for Europe

Objective

The CAFE project addresses the important field of digital payments with its many unsolved technical, institutional and legal issues.

CAFE aims to begin defining a generalised protocol for electronic access and payment and to embed this in the development of a miniature pocket workstation as an access and payment device for information services.

The chip developed in the CRYPTOCARD project (2704) will be built into a miniature workstation equipped with display and data-entry devices. This will allow users to access information services with automatic checking of security and payment collection through the information embedded in the workstation.

The project will develop the architecture of a payment and access control device through three linked sub-projects:

- surveys to extract and analyse the requirements of information from suppliers and users
- research into, and recommendations on, secure protocols for payment, resulting in the recommendation of a final architecture that integrates the most commercially interesting possibilities spanning the range of payment systems
- the development of a demonstrator and its testing.
