Powerhouse Demonstration Projects Guidelines

The Powerhouse Demonstration Projects Guidelines will outline guidelines, processes and results of the 2-4 most comprehensive and ambitious joint EU-China Powerhouse Demonstration Projects (PDPs) on sustainable urbanisation among the cities participating in the URBAN-EU-CHINA platform, encompassing network infrastructures and sustainable urbanisation concepts, public-private partnerships enabling cross-sectoral cooperation and co-investment. The Guidelines will encompass assessment criteria and principles for clustering cities, developed in close consultation with the European Commission, the Chinese Ministry of Science and Technology, and Joint Programming Initiative Urban Europe. The Guidelines will also include advice and support on EU and Chinese policies, financial structures, network infrastructures and other conditions to advance and scale up further EU-China demonstration projects. This deliverable is led by UNNC and NTNU.

Industry Report (no. 1)

The Industry Reports on Policy Areas for Cooperative Innovation will outline the main outcomes and lessons learned of 2 Industry Workshops (1 in Europe, 1 in China) on key policy areas for cooperative innovation: Intellectual Property Rights (IPR); Technical Standards and Regulations; Public Market Access and Procurement; and Reducing Transaction Costs for International STI Cooperation. The Workshops will involve invited experts, consortium members and relevant companies to provide specific input on, discuss and analyse the main challenges and opportunities regarding these 4 industry policy areas. This deliverable is led by EUCCC and ADVANCITY.

Industry Report (no. 2)

The Industry Reports on Policy Areas for Cooperative Innovation will outline the main outcomes and lessons learned of 2 Industry Workshops (1 in Europe, 1 in China) on key policy areas for cooperative innovation: Intellectual Property Rights (IPR); Technical Standards and Regulations; Public Market Access and Procurement; and Reducing Transaction Costs for International STI Cooperation. The Workshops will involve invited experts, consortium members and relevant companies to provide specific input on, discuss and analyse the main challenges and opportunities regarding these 4 industry policy areas. This deliverable is led by EUCCC and ADVANCITY.

Cooperation Plans and Guidelines (version 3)

The Cooperation Plans and Guidelines will outline the results of joint activities between sustainable urbanisation projects in European and Chinese cities (including selection criteria), as well as the corresponding process of selecting, facilitating and documenting the matching of 10 European and 10 Chinese cities during year 1, scaled up with an additional 10 cities per continent per year (i.e., 10+10 cities in 2017, 20+20 in 2018, and 30+30 in 2019). The deliverable will include the Cooperation Plan template and guidelines for cooperation and alignment between the matched cities, as inspiration for new initiatives. The cooperation framework will amongst others contain results and guidelines regarding peer-to-peer learning activities (e.g., information exchange, shadowing activities, bilateral meetings, web conferences, study visits, and development of new projects), commitments in the form of a Memorandum of Understanding, and models for triple helix cooperation between city, industry and research partners. This deliverable is led by EUR and CCUD.

Impact Assessment Report (no. 2)

The Impact Assessment Reports will outline the short- and mid-term impacts of the most important URBAN-EU-CHINA Platform Activities, including the challenges and stakeholders they are intended to address, and potentially unintended side effects. Where possible, potential long-term effects will be indicated. The impact assessment will be performed with a variety of tools and methodologies, including quantitative and qualitative data, secondary data analysis, semi-structured interviews and surveys, stakeholder participation, and input from monitoring of cities. The Impact Assessment Reports will analyse the intensity and direction of impacts, identify synergies, conflicts and trade-offs, and propose corrective measures, using actor analysis. The Impact Assessment Reports will allow for fine-tuned planning of future events and inform the update the Strategic R&I Agenda. This deliverable is led by IOER and CIUC, with contributions from ISIS and CAUPD.

Strategic R&I Agenda (version 1)

The strategic R&I Agenda will identify, prioritise and structure the main EU-CHINA cooperation activities on sustainable urbanisation, for the 3-year lifetime of the CSA project as well as the long-term sustainability of the Innovation Platform. The Strategic R&I Agenda will set targets, identify pathways, scenarios and instruments, and create strategies and action plans for the EU-China cooperation on sustainable urbanization, based on surveys performed among Consortium Partners, Advisory Board and Stakeholders. The creation and updating of the Agenda will be led by NTNU and CCUD.

Performance Monitoring Report of Cities

The Performance Monitoring Report of Cities will outline indicators, benchmarks and monitoring results of the matching of cities and powerhouse projects performed in cooperation between cities with similar characteristics in Europe and in China. The report will also include recommendations for improved cooperation and more effective measures, based on the monitoring results. This deliverable is led by CIUC and AIT.

Alignment Paper (no. 1)

The Alignment Papers will identify and suggest opportunities for alignment of bilateral funding and cooperation frameworks, and propose instruments to use for EU-China cooperation on sustainable urbanisation. The Alignment Papers will be based on a combination of bottom-up and top-down approaches that build upon the national settings but add a strategic discussion to achieve added value and not just compilation of local/national interests. The writing of the alignment papers will be led by FFG and UNNC, with contributions from NTNU. These partners will organise Alignment Workshops for further reflection and dissemination of the proposed strategies and instruments, discuss each draft Alignment Paper in a workshop with committed European and Chinese funding institutions for future EU-China STI cooperation, as well as with the EIP SCC Special Cooperation Group. The Alignment Papers will be matched with the draft Strategic R&I Roadmap to establish common ground and fine-tuned to reflect the specificities of the EU-China cooperation, based on the alignment approaches used by JPI Urban Europe and the European Commission.

Communication and Dissemination Strategy

The Communication and Dissemination Strategy will include identification of relevant stakeholders, communication plans, communication tools and media (print, online, social media, etc.). The Communication and Dissemination Strategy will outline how to disseminate information about events, showcases, matchmaking of stakeholders, cities or STI actors and joint STI projects, using the social media and project website. The Strategy will specify required contributions from Consortium Partners, Advisory Board members and platform Stakeholders, and will specify routines for translation and adaptation to English and Chinese websites and social media. This deliverable is led by CCUD and FFG.

Management and Coordination Plan

The Management and Coordination Plan will include contractual and legal matters, including the consortium agreement, Intellectual Property Rights and legal, financial and administrative support to the partners; administrative management of the Work Plan and Platform activities; and financial management, including financial transfers, monitoring of resources and audits. The Management and Coordination Plan will be created by NTNU and CAUPD, in discussion with and with approval from the Management Board. The approved Management and Coordination Plan will be applied throughout the entire project period.

Risk Management and Contingency Plan

This deliverable includes a Risk Management and Contingency Plan, according to the risks identified in the original proposal text. The Risk Management and Contingency Plan will be reviewed and updated on a regular basis. The deliverable is led by NTNU and CAUPD.

Functional Evidence Base and Website

This deliverable will consist of a project website, hosted by NTNU (English) and CCUD (China), and an evidence base of all qualitative and quantitative platform information. The website and database will include search functions for easy online access to the URBAN-EU-CHINA material, as well as registration and information services towards participants of the URBAN-EU-CHINA Event Clusters. The website will connect to social media to connect engage with the Stakeholders, through WhatsApp, WeChat, Instagram, MicroBlog, FaceBook, LinkedIn and Twitter, and will including uploaded video messages from URBAN-EU-CHINA events. The website and database will be updated continuously. This deliverable is led by NTNU and CCUD.

Data Management Plan

The Data Management Plan will encompass all measures required for URBAN-EU-CHINA to participate in the Pilot on Open Research Data, which aims to improve and maximise access to and re-use of research data generated by actions. The Data Management Plan will explain which of the research data generated by URBAN-EU-CHINA will be made open. The Data Management Plan will include that for all tasks, digital copies of all data will be taken and stored for a minimum of three years after the conclusion of the grant award or after the data are released to the public, whichever is later. All information and data gathered and elaborated will be recorded and commented in the Platform Deliverables. Deliverables will be made available and archived on the website. For Task 2.1 in particular, the data will be collected based upon comprehensive sustainability indicators. The datasets will be backed up periodically so that they can be easily recovered (for re-use and/or verifications) in the future. The Data Management Plan will be reviewed and updated on a regular basis. This deliverable is led by NTNU and CAUPD.
