Assessment of skills requirements and availability in the MIREU regions

A concise overview over the current and likely future specific skills requirements in a modern mining industry. This review will also investigate how and where these skills are being acquired, namely through vocational, academic or on the job training. In addition, the review will cover the basic education required in order to be able to enter into the specific training. The MIREU regions will be scrutinised with respect to their existing skill base and the educational and training facilities available. This scrutiny will extend to the regulatory and administrative bodies.

Roadmap compiling best practices and conclusions of an inter-regional plan for integration of funds policy, framework, policies and regional strategies

A pilot plan of actions implemented in a mirrorcore group of regions will be carried out under the umbrella of ERRIN and EURADA This will constitute the proofofconcept for a possible future largescale demonstrator and the creation of a common EU roadmap for EU mining and metallurgy regions

Results of the Knowledge Mapping survey

A thorough list of knowledge already existing within the consortium and to be acquired from external sources will be elaborated. This list will determine the knowledge that will be delivered by leaders of other WPs to WP6. This way, a complete map of the knowledge to be generated and used during project execution will be produced. This map will include knowledge status (already existing within the consortium/ pending to elaborate), owner, retrieval/production responsible (corresponding WP leader) and IPR issues (if any).

Maramures SLO Case Study

We plan to have a new SLO case study to be conducted in Maramures area Romania instead of case study in Spain Spanish case study did not realise and the funds 8 000 reserved for subcontracting in the budget of Beneficiary no 4 University of Lapland would be used for the Maramures case study to be conducted by subcontracted NGO Originally in previous amendment CATAPA Comit Acadmico Tcnico de Asesoramiento a Problemas Ambientales was supposed to conduct one of the Spanish case studies as a subcontractor for the University of Lapland but this unfortunately could not be realised due to time issues and the pandemic situation Thus the Spanish case study and CATAPAs subcontracting is fully cancelledPurpose of the Maramures Case StudyTo understand the differing attitudes of all involved actors at Maramures from 2006 to the present day and try to establish the causes for these attitudes These causes will then be compared to the SLO model developed for the MIREU project to test its validity as to the drivers of the achievement andor loss of SLOThe core of the case study is interviewing and charting the perceptions of those who live and work near the mine As an SLO Toolbox has been developed for the MIREU project introducing the Toolbox to stakeholders including the permitting authorities would be an added benefit though not a direct requirement for the case study

EU SLO Guidelines

EU SLO Guidelines will be produced that fully incorporate SLO into the extractives value chain A special focus of the Guidelines will be the inclusion of SLO into the mining and metallurgy related permitting and environmental review processes The draft EU SLO Guidelines will subsequently be benchmarked against national practices and policies in mining countries outside the EU such as those from Canada Australia USA and Chile as well as against international guidance identified in Task 31 The final version of the Guidelines will be available both as web pages and in hard copy

SWOT analysis of regions and valorisation of mining heritage

SWOT analysis on regions of mining heritage and their practises and experiences made to generate economic income. It analyses the operational processes of mine re-opening and mine closure, valorisation of landfill wastes, and innovative rehabilitation practises. The SWOT analysis includes an investigation and analysis of the research and academia potential of the regions and its interaction with past and present region-related R&I projects as well as cooperation and support actions.

SLO Toolbox and Benchmarking Report

A survey will be undertaken of existing regional SLO and related tools broadly defined as any instrument that furthers the implementation of SLO used by stakeholders within the MIREU regions Information on their success or lack of will be provided by the Regional Authorities and by the other participants in MIREU who either have firsthand knowledge or their own extensive network of actors involved in mining and metallurgy projects Guidance on preparing communication material including development of infographics will subsequently be developed for governmental authorities and companies to translate complex scientific and technical subjects into concepts and language that can be understood by nontechnical stakeholders Other tools may include educational material for schoolteachers spatial and visual tools to aid stakeholders in better understanding impacts and videos that explain in plain language the mining process The draft SLO Toolbox will be benchmarked against other toolboxes that have been developed internationally ie Canada Australia USA and Chile The final version of the Toolbox will be available both as web pages and in hard copy and infographics that summarize the material will also be included

Compendium of synergies in regions and between regions

Report on the MIREU regions abilities to exploit their economic opportunities either through development efforts investments andor the pursuit of emerging trends and comparison of the common and different economic and socioeconomic backgrounds to enhance partnership and networking of regions

Review of the applicable regulatory and policy conditions in the MIREU regions

Based on the information the insights from the Min-Lex study, the MINATURA2020 results, the Minland project (starting Dec 1, 2017) and specific inputs from the MIREU regions, a comprehensive map of the prevailing regulatory and policy regime will be developed, covering the whole mine life-cycle and metallurgical value chain. The topics to be covered will include the regulatory and permitting processes at various administrative levels pertaining to mining/metallurgy, how they are implemented and by whom; applicable laws, by-laws, and regulations; land-use and zoning regulations; mineral raw materials, economic and other regional development policies; environmental policies, etc. The emerging picture will be critically reviewed with respect to factors that are likely to contribute positively or negatively to the prospect of developing a mining and metallurgical industry in the respective MIREU regions. This critical review will feed into the SWOT-analyses to be performed under Task 3.4.

Report on roll out and dissemination of Guidelines and Toolbox

The Guidelines and Toolbox will only help further SLO between mining actors if they are used To encourage the Regions and other stakeholders to use them an initial consultation version will be rolled out for three months in three regions and given to other key organisations including the SLO International Stakeholder Panel and the European Commission After receiving feedback the Guidelines and Toolbox will be modified Professional designers will aid in developing infographics to pictorially condense the information so that it is more easily and quickly understandable as well as devise a userfriendly format General dissemination activities at the conclusion of the project will be done as part of the project dissemination WP however within this SLO WP direct contact will be made with each Regional Authority to encourage them to use the Guidelines and Toolkit and make them available via their websites Collaboration with the REMIX project will be used to reach a wide range of local stakeholders Relevant national organisations and NGOs will also be sent the material

Summary of the efforts to twin regions with a strong mining heritage

A report summarising the effort to twin regions with a strong mining heritage (for example Saxony and Cornwall and Lapland). Aim is to twin both mines and the residents of mining regions and ultimately better connect these different groups with complementary and overlapping interests.

Report on demand and best-practise for networking of regions

Development of evaluation criteria and their application to all SWOT analysis results of all regions. Elaboration of demand and best-practise for networking of regions. A conceptual design of intra-regional B2B, staff exchange, best practise exchange in cadastre of raw material deposits and measures at regional level to attract investments through a closer cooperation of the economic aid programmes and experience from investments taken by investors from one region in the other.

Guide to using SLO Indicators and the Assessment Process

The indicators to be developed will be modeled along the lines of the Sustainable Development Indicators SDIs used to implement the EU Sustainable Development Strategy They are intended as a type of selfassessment tool for the Regions and all relevant stakeholders within the Regions but also for the European Commission to understand how well SLO issues have been integrated into the mining and metallurgy lifecycles Guidance for their practical application in the use of the selfassessments will also be proposed Linking the developed SLO indicators with the JRC Scoreboard will be proposed for the raw materials sector activities

Questionnaire for private benefiters of ESIF and Regional investments

A questionnaire aiming at collecting information on the effectiveness and long term impact of granted FIs to private RI by Regional investments and ESIF The questionnaire considers the respective policy papers in raw materials innovation strategy etc as well as the interaction and performance of FIs The relationship to and soundness of the granting schemes will be analysed to determine whether or not the process is efficient in the private sector

Matrix of R&D investments & ESIF Funds with framework conditions and financial models

Information will be acquired on the administrative mechanisms used by the Management Authorities MA of the European national and regional FIs the policy making frameworks and data on the capitalisation of the mining and metallurgical industrys RI A matrix on the process of decision making is formed elaborating how this decision making is affected by national andor European legislation administration and whether successful parameters can be identified for effective capitalisation and better performing financial funds

SWOT analysis for SLO relevant strategies

The report develops a StrengthWeaknessesOpportunitiesThreats SWOT model specifically for analysing SLO actions Three MIREU regions are selected for case studies based on WP41 findings the review of former case studies and in combination with both the WP2 workshops and the WP4 SLO workshops The SWOT model guiding questions and case studies can be utilised by stakeholders of MIREU project to assess their own SLO actions The SLO SWOT model is also fed into WP46 as it is a practical tool and will provide recommendations for useful indicators The results can further support SLO processes at the European level and prospective SLO strategies

MIREU Project identity including a logo, and templates

to ensure a common identity throughout the MIREU communication activities, a concise visual identity will be developed, including a project logo, presentation and document templates and website design. All promotional items will use the visual instructions for using the logo, etc. The graphic elements should give the project a clear, positive and dynamic image and should be easy to adjust to various types of communication materials and tools. In addition, a presentation template will be created to show the project and its results with the aim of ensuring a coherent and harmonised “corporate identity”.
