EU RLA service operational

The European Rapid Loss Assessment service is operational and distributing message to selected and approved subscribers. The service is reviewed and validated in partnership with EPOS.

OEF services in Italy, Switzerland and Europe wide operational

The OEF services in Italy, Switzerland and Europe wide are operational as web-services with defined access rules. Testing of these forecast is also initiated in the EU testing center.

Near real time estimate of parameters of significant European earthquakes based on web

Near real time estimate of parameters of significant earthquakes based on crowdsourced data I modified the title This service will aim in region where the number of users of EarthquakeNetwork and LastQuake is significant to automatically map the rupture geometry of significant earthquakes M7 and to provide rapid constraints on the spatial distribution of shaking

Development of RRE forecasting services in OpenQuake

This deliverable describes the recovery forecasting services in OpenQuake This encompasses the recovery function metadata and operators as well as a set of prototype recovery functions implemented to enable the development of a RRE Recovery and Rebuilding Effort forecasting model The deliverable further described the developed RRE forecasting model and details its validation using available postearthquake recovery data

EU forecast testing centre operational

The Europan forecast testing centre is operation at GFZ, reviewed and validated as an EPOS service. Forecasts for at least three testing regions, linked to OEF models, are automatically created and evaluated. Results are available via a web interface to selected users.

Field evaluation of the risk communication strategy

By combining the work in understanding the current risk communication strategy within Italy, Switzerland and France with the user-centred design work, RISE plans to develop the best, practical system of risk communication that can be implemented in these countries. It will then be important to evaluate this system, comparing it with similar countries in which the system has not been adopted. This evaluation will take into account both costs (such as financial) and benefits (measured in terms of the audiences’ acceptance, comprehension and behaviour as well as financial and mortality improvements should any seismic events occur during the evaluation period).

Harmonised platform for OEF forecasts and ensemble models

A harmonised platform for OEF forecasts and ensemble models in Europe has been created and is available to operate the European test center.

Technical development of prototype big data solutions

We will demonstrate on at least one test data set how technical development of prototype big data solutions can be used to support access by the community using ORFEUSEIDA

Second generation of models for RLA service demonstration for Europe

This deliverable is a demonstrator deliverable, and will mainly constitute a set of pan-European exposure and vulnerability models for the calculation of Rapid Loss Assessment (RLA). A first set of European exposure and vulnerability models will be released as an output of the SERA project, whereas in RISE further improvements and extensions will be made to these models for the purposes of Rapid Loss Assessment. In particular, the vulnerability models will be extended to consider additional risk metrics such as displaced persons, injuries, business interruption, as well the impact of the accumulation of damage from sequences of earthquake events.

Deployment of prototype array

With the help of colleagues from the Swiss telecommunication company SWITCH we will connect several DAS interrogators to urban telecommunication networks in Switzerland This pilot study will be the basis of our extrapolation to larger scales which we will deliver at the end of WP 21

Crowdsourced EEW services

LastQuake and EarthQuakeNetwork will be updated during the course of the project for the citizen to benefit from new results obtained during RISE project.NB this is a joint deliverable with Turnkey D3.5

Review of best practice in communication of dynamic risk in all fields

Risk communication is an important part of many fields from healthcare to health and safety and there are many pockets of good practice and research that have been stuck within the silos of one field before being discovered and applied in another It is thus particularly important in this field for the team to carry out a systematic review of all academic literature and as much grey literature as possible to ensure that all lessons are learned from any prior work in the communication and quantification of dynamic risk The resulting review will be prepared for publication in an academic journal as well as being made publicly available online

Advances in performance-based earthquake early warning in Europe

We will report on extensive temporal and spatial correlation analysis like the detrended fluctuation analysis DFA and conditional probability on existing earthquake catalogs from Europe and Israel In addition we will construct earthquake network based on the catalogs and identify the remote connections links between the different sites nodes Based on the results we will optimize the choice of ETAS model parametersthis will improve the prediction of aftershocks

Strategic integration of RISE activities with EPOS-IP

The report will summarize status of EPOS integration of RISE activities after first 18 months with particular attention to relevant related projects initiatives EPOS discussion on ethical issues in realtime services metadata and service data modeling service interfaces Details of the plan for testing validating RISE developments as services for EPOS including service organization business model service providers service governance sustainability will be provided

Second generation of models for RLA service report for Europe

This deliverable is a technical report that accompanies the demonstrator deliverable D41 It will explain the modelling techniques and assumptions that have been used to develop the second generation of exposure and vulnerability models for the RLA service provided in D41

Operational earthquake loss forecasting for Europe

This report will describe the status and outlook for operational earthquake loss forecasting for Europe The report will describe models and procedure to build a prototypal OELF system at the European scale Depending on the available information the deliverable will also discuss the best lossrelated measure to be considered eg expected number of damaged buildings expected number of fatalities etc

New perspectives in OEF models through the analysis of candidate precursors

Large-scale DAS logistic feasibility study on new applications

We will provide a detailed report on the feasibility of future largescale DAS deployments in urban environments using existing telecommunication cables This will cover aspects such as logistical challenges when using multiple DAS interrogators the storage and realtime processing of massive seismic waveform datasets the handling of data with very heterogeneous quality and the possibility to perform urban and ambient noise interferometry using DAS data

Report on the development of RLA, EEW and OEF at European scale

This deliverable will report on the status of the Rapid Loss Assessment RLA Earthquake Early Warning EEW and Operational Earthquake Forecasting OEF capabilities at a European level at the end of the project showing the integration of the technical achievements of RISE across WPs 2 3 4 and 5 as well as the testing outputs of WP7 Specific demonstration examples of the capabilities through prototypes will be reported in the deliverable and a summary of the testing feedback that will be used for the design of these services as part of EPOS will be included Finally the level of integration of the capabilities into the dynamic risk landscape will be evaluated and documented

Generation of highresolution earthquake catalogues for RISE test regions covering long time windows The events will be relocated using the Double Differences DD location algorithm starting from the existing catalogues of absolute hypocentre locations During the relocation procedure a consistent set of magnitudes will be determined

In this report we will summarize the temporal change of the upper crust properties that are observed in the Aquila region and surrounding area by analysing seismic noise records

Evaluation of current communications pathways to public and to policy-makers in Italy, Switzerland, and France

RISE aims to produce practical benefit and in order to do so the academic work must be done at a very applied level In WP5 the aim is to produce systems of risk communication that can help policymakers and the public make informed choices in their jobs and in their lives To do this effectively requires a deep understanding of the existing communication pathways for such information and hence how best the RISE work can fit into them This report will be made publicly available online

Exploring the limits of earthquake predictability

We will report the retrospective analysis by computational statistical methods of spatial and temporal variations of various physical eg surface heat flow geodetic strainrate and seismological parameters eg bvalue of the frequency magnitude distribution p and c of the Omori law before strong earthquakes in order to evaluate their forecasting power for the possible inclusion in future OEF models The study will benefit of improvements in seismological datasets and of advances in observational capabilities carried out in Task 2

We will design and set the specifications for portable excitation sources for structures and ground surface such that we can generate vibrations with amplitudes larger than ambient vibrations That way we extract more information on the linear and nonlinear dynamic characteristics of structures and soil without waiting for an earthquake Excitation sources will be such that they can be disassembled to take up to the top of a building in an elevator We will select a building and a bridge to test the system

We will deliver a comprehensive report on a series of DAS deployments in different environments some of which are already underway In addition to the urban applications these will include studies on glaciers in deep boreholes and in underground tunnel systems This report will be the basis of future decisions on where this new technology can be used most effectively The report will provide a first time assessment of how effectively DAS can integrate into the landscape of dynamic risk assessment

This report will describe the use of structural health monitoring for rapid loss assessment

An open, dynamic, high-resolution dynamic exposure model for Europe

RISE will develop a multilevel exposure model for Europe starting from classical aggregated building classifications to highresolution information about every building where availability of open data permits The exposure data will be delivered as data service to allow for continuous updates as the opendata sources change with time more than 100 000 buildings added globally per day The exposure model will provide the key data about buildings building class number of people inside by time of day and replacement value in a probabilistic way taking into account the estimation uncertainties

Testing center software codes for high-density testing of non-linear ground-motion models and high-resolution exposure/risk models

CSEP will expanded within RISE to cover testing of ground-motion models against observation data from high-density sensor networks. In particular, the non-linear aspect requires codes handling observations at the building level, leading to testing exposure and risk models on this very building level. The codes will be disseminated (see D7.1 and D7.7)

Functional next generation sensors and hyper-dense networks and sensor

The dense deployment of small seismic sensors will deliver real-time data of seismic signals. In cooperation with project partners we will deploy seismic networks in regions of interest, and monitor in- and outdoor locations. These networks will deliver the data foundation for calculation of shaking intensities and seismic site responses of the underground and buildings. These empirical information will be integrated into the high-resolution exposure models and seismic vulnerability studies.

Distribute new CSEP2.0 software code

The software development for CSEP2.0 will be coordinated between GFZ and USC and further contributing institutions. RISE will provide a repository of CSEP2.0 software codes for free use (open source).

Distribute ground-motion testing software codes

The codes developed for D7.4 will be disseminated via the CSEP code repository, see D7.1.

Field ready internal next generation sensors

A new generation of affordable, connected seismic sensors will be developed within the RISE project. The delivered IoT devices will be field-ready for self-sufficient outdoor and indoor deployment, and bring easy installation to many different working environments.
