Periodic Reporting for period 1 - ODYSSEE-MURE (Monitoring EU energy efficiency first principle and policy implementation)

Reporting period: 2019-06-01 to 2020-11-30

The Odyssee-MURE project intends to reach the following main objectives:

i. To update the two comprehensive databases covering each EU Member State (EU MS) and the EU so as to feed the reporting needs of the EU Member States under the NECP with the most up-to-date information: ODYSSEE on energy consumption and energy efficiency indicators, and MURE on energy efficiency measures and their impact evaluation. This will make use of facilities developed under the ODYSSEE-MURE project (such as the decomposition facility, the energy saving facility, the successful measure facility etc.). Understanding target achievement does not only require understanding the impact of policies but also the influence of societal trends which may enhance or reduce energy consumption (such as rebound effects, the shared economy, the digital economy etc.).

ii. To provide new and innovative training and didactical documents to national, regional and local administrations in EU MS and to the European Commission to raise their capacity and expertise in
the field of energy efficiency monitoring and impact evaluation as a basis for future policy making, contributing to the energy efficiency target for 2030.

iii. To provide support to MS in developing an indicator approach to the Energy Efficiency First Principle.

iv. To extend the evaluation of the impact of energy efficiency from energy and CO2 savings, as already done in ODYSSEE and MURE, to the multiple other benefits of energy efficiency. This effort has led
to the development of a first Multiple Benefits Facility which will be further consolidated so as to support EU MS on their extended obligations. This will help governments in their policy choices.

v. To support governments with information on specific energy efficiency policies or policy design to combat energy poverty (taking into account information provided under the EU Energy Poverty
The project is organised in the following work packages:
- WP1: Project management and internal/external capacity building: Overall coordination of the project and organisation of meetings
- WP2 : Support to EU Member States in monitoring energy efficiency progress with indicators: the ODYSSEE database and tools : Provide yearly updated energy efficiency indicators from the Odyssee database and related tools
- WP3 : Supporting EU Member States with the assessment of energy efficiency policy measures: the MURE database and tools Renewal of the MURE database (concept and implementation), as well as of the MURE facilities. Database update
- WP4 : Operationalising the "Energy Efficiency First Principle" (EE1) for EED policies : Support MS with an indicator-based approach to the EE1 principle
- WP5 : Results dissemination and experience-sharing : Support public authorities in implementing effective EE measures and reporting

For these work packages, the following work was performed from the beginning of the project to the end of the period covered by the report:

WP1: To organise efficiently the project, to strengthen the data collection and analytical capacities within the project team; reach out to MS through internal and external capacity building and support on EED-related issues One virtual KO meeting (virtual); 2 virtual regional meetings (Berlin with FHG, 1 Virtual with SEDA ‘Bulgaria), 5 technical coordination meetings

• Improvement of the data collection process and the data processing
• 2 Odyssee updates and quality controls
• Update of all tools
• Enhancement of the following tools: market diffusion, decomposition, energy saving
• Early estimates methodology

WP3 :
• Revision of the MURE database and the MURE Tools in the new environment.
• 1 MURE Update + quality control

WP4 :
• Conceptual development (10 criteria) to assess NECPs.
• Interviews with 12 MS so far (20 planned).
• Collection of EE potentials in a database.
• Mock-up of EE1 facility

• Regular updating of the project website
• Publication of country profiles, sectoral profiles policy briefs and newsletters
• Webinars
• Capacity buildings for MSs on indicator and policy evaluation
• Dissemination within the EC and at international level
• Scoreboard dissemination
