Synthesis report, including a Repertoire of Strategic Options (opens in new window)

Based on the results of the regional, cross-regional and European exercises, a synthesis report will be carried out to provide a comparative overview of all scenarios and a Repertoire of Strategic Options (possible responses of the stakeholders to tackle the challenges). The partner responsible of every case study will draft a report on the results of the foresight exercise [internal working document] including the strategic local, national and European policy options. The analysis of the outputs of foresight exercises will allow to build a Repertoire of Strategic Options, including and analysis of the policy needs to shape the building of sustainable and resilient mountain value chains. The main results will be gathered in a policy brief .

Conceptual and analytical framework draft (opens in new window)

This task will allow to select and refine the relevant concepts - and relations between them – on which the consortium will focus in the subsequent WPs. A literature review will ensure that the conceptual framework is up to date. This will lead to a draft report (M6), which will also provide a first list of messages for the communication activities.

Inventory of Mountain value chains (opens in new window)

Identification and first characterisation of at least 400 different VCs in Europe, accounting for high diversity of cases, including VCs based on circular bio-economy processes, ecosystem service provision, innovative governance methods, digital innovations, etc.

Policy Roadmap including the results of the Policy Audit and recommendations for a new generation of public policies and strategies for Europe's mountain areas (opens in new window)

All partners will follow the guidelines from T7.1 to undertake the identification of existing policies of relevance to mountain VCs which are programmed/implemented at regional, national, EU and other governance levels. This will include the categorisation of existing policies according to specific VCs, assets, context etc. with a particular focus on CAP, quality policy, regional policy, climate and environment policies, digitization and innovation policy tools.

Comparative cross-case report on Mountain Value Chains (opens in new window)

A participatory, comparative assessment and a critical benchmarking of the clusters will be performed. A cross-case workshop will be organized for each cluster in order to use the expert-judgement gathered in the previous task to weight the relevance of the different variables in the vulnerability, sustainability and resilience of the clusters of VCs. This cross-case visits gathering actors of the different VCs also aim to promote peer-to-peer exchange of experiences and potential solutions that enhance the sustainability of the VCs.

MOVING CoP design and implementation report (opens in new window)

Implementation of the Mountain VCs CoP, as a European-wide Science-Society-Policy interface, to be involved in the co-creation and validation of all research outputs delivered by MOVING. The CoP is designed as an open multi-actor platform conformed of stakeholders aiming to participate in the different activities and workshops

Policy Audit and Policy Design Toolkit (opens in new window)

A Policy Roadmap will be developed to illustrate how the long-term provision of a balanced mix of private and public goods can be secured within any given mountain VC. An important focus will be the identification of feasible policy mixes for enabling the repertoire of strategic options developed in WP6. MOVING Policy Roadmap will include a Quick Start Policy Design Toolkit, with guidelines for future policy formulation.

Final Conceptual framework (opens in new window)

The revised conceptual framework will document the conceptual pathway undergone along with the project and will show how the initial set of concepts have evolved on the basis of the participatory empirical work. The final model and narrative will provide the basis for key project messages to be left as one of the main results of the project, contributing to the advancement of theoretical knowledge in the field. Revised conceptual framework will be delivered on month 46, and a policy brief will synthetize its main messages.

Combining the insights from the draft conceptual framework with the inventory, the most relevant VCs in the 23 reference regions will be selected to represent the assemblage of VCs within the socio-ecological region. An initial list of the selected VCs per region will be released in M9. The final cases will be confirmed by end of M12.

Report on Vulnerability and Resilience Performance of 23 Reference Region Value Chains (opens in new window)

Task 4.5 will finalise the vulnerability/resilience matrix by including the value chain -SES assemblage for each region to deepen the vulnerability matrix of the region developed in WP3. The data will be organised using criteria that implement the conceptual and analytical framework (WP2). The criteria will ensure there are explicit attention to the role of elder people, women and young people and to the impact on fragile natural assets.

Tools for science-society-policy interfaces (opens in new window)

The aim is to provide visual tools supported in the VRE which can inform the wider public as well as stakeholders engaged in MOVING, and also support decision-making: friendly spatial plan to view and explore stakeholders’ information, and easy-to read story maps and ‘Science Digest’ on issues related to mapping mountain areas vulnerability. These tools will be used to facilitate and enrich participatory discussions along the project, and to raise awareness of main stakeholders participating in the CoP and MaPs.

The DECO strategy of the project will include a) the objectives; b) main MOVING messages; c) target audiences, d) key communication, dissemination and exploitation products; e) the channels for exploitation, dissemination, communication.

MOVING clustering actions aim to go further and advance knowledge on how connections can be made across cross-consortia networks, ensure that such collaborations are more than the sum of their parts and identify enabling and blocking factors.

Land use systems vulnerability matrixes and vulnerability maps for the 23 reference regions. (opens in new window)

Application of a participatory perspective to the vulnerability assessment of land systems across the reference regions gathering information from selected experts and citizens with local knowledge in each reference region. With their support we will identify the vulnerability indicators of each relevant farming and forestry system in face of the known changes; and will associate vulnerability levels with productivity thresholds.A map of the vulnerability of primary production in farming and forestry systems will be done in some of the reference regions, as a result of known climate change and other specific regional changes or threats (e.g. fire, landslides). We aim to model productivity of the dominant crops and other productions related with each land use system using the data previously collected to provide forecasts in relation to the expected changes assessed.

Global Upgrading Strategy (opens in new window)

Using the outcomes of T4.5, particularly where participants have identified areas of vulnerability, further analysis will be carried out to consider how to upgrade the producers’ role in the VCs and where there are opportunities to add more value through synergies. It will build on the narratives and opportunities developed in by the regional CoP.

A draft of the strategy will be presented at the kick-off meeting to the Consortium members to get feedback and encourage ownership and participation in the design. The initial version of the DECO strategy will be released in month 6 (including a more detailed planning of the activities during M6-18), but the strategy will be a living document to be reviewed and adapted during the whole project duration. AEIDL, in collaboration with the communications taskforce will be responsible for updating the DECO strategy, plan and monitor the main DECO activities to be conducted during every year.

MOVING aims to engage young people living in mountain regions, through 1participatory workshop per region with young people (secondary school and undergraduates). Activities will be held in the second year of the project, once the study cases are selected; and will foster the participation of young people as part of their regional CoP.
