PJ04 W2 Total Airport Management

Periodic Reporting for period 4 - PJ04-W2 TAM (PJ04 W2 Total Airport Management)

Reporting period: 2023-01-01 to 2023-06-30

The need for European airports to become more operationally efficient is fundamental. In that respect PJ04-W2 (Total Airport Management Project) develops concepts, tools and procedures to increase the predictability and resilience of airport operations, improving the punctuality of flights in a safe and environmentally sustainable manner. A TAM airport is a Network-connected, smart, resilient and green airport. The aim is to improve airport/network integration for large and medium/regional airports, improve airport airside/landside integration, reduce the impact of MET aspects on airport operations, make further investigations about how environmental aspects could be monitored and managed in day-to-day airport operations. This was achieved through:

(a) increasing the coordination between Airports and the Network,
- Validating the concept of regional network integrated airports (solution 28.1 which achieved v3-finalised maturity). The solution promotes the concept of regional airport connectivity which will help in removing a large part of the gap.
- Developing the Regional Airport(s) Collaborative Management concept (solution 28.2 which achieved v2 on going maturity), especially investigating the applicability of APOC concept to regional airports, based on a suitable level of airport process performance management (Lite APOC).
- Reinforcing the Airport Operations Plan (AOP)/Network Operations Plan (NOP) data exchange collaborative process for large airports (solution 28.3 which achieved v3 on going maturity) on departure aspects.
(b) improving airport performance as a whole:
- Progressing in the area of Airside/Landside Performance Management (solution 29.1 which achieved v3 on-going maturity)
- Validating MET performance Management concept (solutions 29.2a and 29.2b which both achieved v3 on-going maturity) to increase the resilience to meteorological events through pro-active management of their impacts on the Airport Operations Plan (AOP) at very large / large and medium hub airports (solution 29.2a) and medium / small airports (solution 29.2b)
- Investigating environmental Performance Management (solution 29.3 which achieved v2 finalised maturity) with the aim of integrating environmental considerations into the overall airport operations management process.
The Project PJ.04-W2 "Total Airport Management"' successfully performed all necessary management, administrative and financial activities, delivered contractual deliverables D1.1 - Project Management Plan, D1.2 - Management Progress Report 1, Technical and Financial Reports 1 and 2 and conducted two grant amendment processes.

Work in the "Network Connected Airports" area covered:
- Solution PJ.04-W2.28.1 : "Connected Regional Airports": The objective of the Solution 28.1 was to provide a means of connecting regional airports to the Network through a reduced set of A-CDM milestones and using automation. This solution achieved v3-completed maturity.
- Solution PJ.04-W2.28.2 : "Regional Airport(s) Collaborative Management"': This Solution investigated the development of a Lite APOC, aiming at the improvement of inbound, turnaround and outbound predictability based on enhanced local collaborative environment and connectivity with ATM network. The v1 maturity phase was successfully completed, and solution activities progressed until achieving v2-on going maturity.
- Solution PJ.04-W2.28.3 : "Connected Large Airports": This solution was renamed “Collaborative airport planning (AOP-NOP integration – event-triggered DPIs)” and achieved v3 on-going maturity.

Work in the "Digital Smart Airports" area covered:
- Solution PJ.04-W2.29.1 : This solution aimed at enhancing the information sharing and collaborative decision making between the Airside and the Landside processes in an airport and achieved v3 on-going maturity.
- Solutions PJ.04-W2.29.2a and PJ.04-W2.29.2b : These solutions aimed at increasing the resilience to meteorological events through anticipated and pro-active management of their impacts on the airport operations in two different environments (very large/large airports (solution PJ.04-W2.29.2a); medium/small airports (solution PJ.04-W2.29.2b). Both solutions achieved v3 on-going maturity.
- Solution PJ.04-W2.29.3 : This Solution focused on environmental performance management with the aim of integrating environmental considerations into the overall airport operations management process, bringing the question of environmental performance into the decision-making process. This solution successfully achieved v2-completed maturity.
Increasing airport performance for the benefit of European Network is at the heart of the Total Airport Management project. Main positive impacts are expected regarding increased punctuality, predictability, resilience of airport operations, as well as taking into account environmental aspects in some pre-tactical / tactical decision making. It is expected that concepts developed in the Total Airport Management project will be scalable so that -at the end of the project- concrete and fit-for-purpose capabilities can be deployed at large, medium-regional and small airports, maximizing project benefits.

Network connected airports solutions will provide a higher degree of connectivity with the Network for both medium/regional airports and large airports, contributing to extend the benefits of AOP/NOP integration and Performance Management to smaller airports. There will also be a notable beneficial effect on the Network, as the predictability of airport operations will increase. Receiving more accurate departure time inputs directly from the airports will reduce the uncertainty associated with these flight's future position in the network, thereby increasing the flexibility of the network capacity to manage the impact of reactionary delays.

Digital smart airports solutions will lead to availability of advanced products positioning European industry in global markets especially for advanced airport performance monitoring and pro-active management tools encompassing all of the key airport processes.
