Integrated Urban Electric Mobility Solutions in the Context of the Paris Agreement, the Sustainable Development Goals and the New Urban Agenda

Periodic Reporting for period 3 - SOLUTIONSplus (Integrated Urban Electric Mobility Solutions in the Context of the Paris Agreement, the Sustainable Development Goals and the New Urban Agenda)

Reporting period: 2023-01-01 to 2024-06-30

The SOLUTIONSplus project tackles the urgent need for sustainable urban mobility amid rapid urbanization and rising transport demand. Traditional fossil fuel-reliant systems contribute to greenhouse gas emissions, air pollution, and congestion, inadequate infrastructure and limited public transport, in cities across Europe, Asia, Africa, and Latin America.

Transitioning to sustainable urban mobility is vital for mitigating climate change, improving air quality, and enhancing urban living. Integrated electric mobility (e-mobility) solutions reduce fossil fuel dependency, lower emissions, and promote healthier environments. They also improve access to clean, reliable transport, enhancing social equity, supporting economic growth, and advancing the Sustainable Development Goals (SDGs) and Paris Agreement objectives.

SOLUTIONSplus, an EU-funded international flagship project, accelerates the global shift to sustainable urban mobility through innovative e-mobility solutions. The project unites 48 partners and over 100 associated partners to address urban mobility challenges.

Key objectives include:

• Expanding public and shared electric vehicle availability to meet diverse urban mobility needs.
• Enhancing transport efficiency through innovative charging solutions and multimodal systems.
• Integrating e-mobility into urban areas, tailored to local conditions across continents.
• Demonstrating and replicating e-mobility solutions via urban living labs for global scalability.
• Promoting renewable energy use for low-carbon development.
• Creating new business opportunities while addressing social, economic, and environmental issues.
The SOLUTIONSplus project, launched in January 2020, aims to drive global sustainable urban mobility through innovative electric mobility (e-mobility) solutions. Over its course, the project progressed through several phases, each advancing the transformation of urban transport systems across Europe, Asia, Africa, and Latin America.

Phase 1: Foundation and Planning (January 2020 - June 2021)
SOLUTIONSplus began by laying the groundwork with key activities like:

• Conducting needs assessments and capacity-building programs.
• Developing a scalable toolbox for e-mobility implementation.
• Forming strong partnerships with local authorities, industry leaders, and international organizations.

Phase 2: Implementation and Demonstration (July 2021 - December 2022)
This phase focused on action, with significant achievements including:

• Establishing Urban Living Labs in ten cities to test innovative e-mobility solutions.
• Facilitating peer-to-peer exchanges for shared learning.
• Launching demonstration projects that provided practical insights into scaling e-mobility.

Phase 3: Scaling and Replication (January 2023 - June 2024)
The final phase emphasized scaling successful solutions and replicating them in new contexts:

• Developing replication roadmaps for 20 additional cities.
• Supporting policy integration of e-mobility into urban planning.
• Innovating business models and delivering extensive capacity-building programs.

Main Results Achieved

• Successfully demonstrated e-mobility solutions in ten partner cities, setting the stage for broader adoption.
• Developed a comprehensive toolbox as a key resource for planning and managing e-mobility.
• Expanded the project’s impact through replication roadmaps in 20 additional cities.
• Influenced urban mobility policies at all levels.
• Empowered global stakeholders through extensive capacity building and knowledge sharing.
• Supported start-ups and SMEs in commercializing e-mobility solutions, fostering economic growth.
The SOLUTIONSplus project has significantly advanced sustainable urban mobility, particularly through its innovative approach to e-mobility. Key achievements include:
• Integrated E-Mobility Solutions: SOLUTIONSplus developed comprehensive e-mobility solutions combining various transport modes with advanced technologies like multimodal journey planners and innovative charging systems, setting new benchmarks for sustainable mobility.
• Urban Living Labs: The project pioneered Urban Living Labs, real-world testing environments that provided critical insights into deploying e-mobility technologies at scale.
• Capacity Building and Knowledge Dissemination: Extensive training programs and a scalable toolbox have equipped stakeholders globally to adopt and scale e-mobility solutions, making the knowledge generated both accessible and actionable.
• Policy Integration and Influence: SOLUTIONSplus has integrated e-mobility into broader urban mobility policies, influencing supportive frameworks that facilitate scaling these solutions.
• Business Model Innovation: Through collaboration with SMEs, the project developed sustainable business models for shared mobility, EV manufacturing, and charging infrastructure.

Technology and Innovation in a Global Context
SOLUTIONSplus leads global efforts in transforming urban mobility through innovation and collaboration. It goes beyond deploying electric vehicles, embracing an intermodal approach that integrates e-mobility into broader systems, making solutions scalable, replicable, and sustainable. The project develops and tests e-mobility solutions across different Technology Readiness Levels (TRL 6-9) in various environments, ensuring they are adaptable to local needs and supported by political, legal, and economic frameworks. Through collaboration with stakeholders, SOLUTIONSplus ensures these innovations are tailored to local contexts and integrated into Sustainable Urban Mobility Plans (SUMPs) and national programs, contributing to long-term sustainability.

Socio-Economic Impact
The project has driven job creation in electric vehicle (EV) manufacturing and infrastructure, unlocking new economic opportunities for small and medium-sized enterprises (SMEs). E-mobility solutions are also expected to yield significant cost savings for both public transport systems and private users, thereby enhancing overall economic efficiency. Additionally, by reducing emissions, SOLUTIONSplus is contributing to cleaner air, which will lower public health costs and improve the quality of life for urban residents.

Wider Societal Implications
SOLUTIONSplus has established new benchmarks for environmental sustainability by reducing greenhouse gas emissions and integrating renewable energy into urban mobility. The project’s emphasis on shared and accessible transport has advanced social equity, providing better access to mobility for marginalized communities. By positioning partner cities as global leaders in e-mobility, SOLUTIONSplus is shaping international strategies for sustainable transport. The project’s comprehensive approach also ensures long-term benefits, fostering the development of resilient and livable cities.
