Objective
The decline in traditional employment (agriculture/fishing etc.) in peripheral rural economies together with the introduction of new technologies and changes in working cultures have stimulated a greater need for training in transferable core and key skills.
This pilot project aims to meet the needs of marginalised workers with outdated or basic skills and provide them, through flexible home or work-based training, with opportunities to increase their skills, change career or set-up small businesses. A priority objective is to increase the competitiveness of SMEs through training activities which can be seen to be beneficial to the individual and the business and thereby promote continuing and life-long learning. The establishment of "learning circles" will provide support to trainees by workers, thus removing some of the barriers to learning. The products include work/home-based learning modules (adapted from modules developed by partners) which meet the training needs. Dissemination products will include reports, case studies, software and notes for vocational guidance counsellors and tutors/learners.
Impact
SMEs and micro-enterprises in particular will be encouraged to see training as an investment rather than a cost. The project's impact will be to provide wider access to training for SMEs through educational and social partners and to improve access to training for disadvantaged groups through positive discrimination practices.
