Objective
The task of this survey and analysis project is to develop a cross-national cost benefit model for company training which incorporates both descriptive aspects (e.g. the subjective cost benefit considerations that companies take into account when making decisions about training) as well as normative aspects (e.g. objective cost benefit considerations). The model
can help companies determine the viability of training programmes. Policy makers at national and EU level can use it for rationalising resource allocation and funding.
Clearly cost benefit considerations and decision making practices are subject to many variables (economic sector, company size, financial resources, etc.). The study is limited to certain manufacturing sectors. Following a comprehensive review of national contexts, a typology of enterprise-based training programmes will be analysed with regard to a number of cost benefit components. A model will be developed using this typology which will then be applied and tested through a survey of 30 case studies.
Impact
The methodological tools produced will enable training policy and company decision makers to rationalise the allocation of funds and to monitor the implementation of training activities for maximum benefits. The social dialogue between different actors involved in policy and practice will also be promoted.
