Methodology for analysing training needs and designing curricula for European works council members

Objective

The project takes place in a context where social partner involvement in vocational training is widely recognised as critical in contributing to the process of social dialogue, and where the complexity of multinational organisations combines with the rapid pace of change to make effective structures for employee consultation and participation an imperative. Against this backdrop, the EU Directive on Information and Consultation in Community-Wide Undertakings facilitates pan-European dialogue between representatives of companies that fall within this scope. However, this has led to the need for a systematic transnational approach to training of European Works Council (EWC) members.

The project will produce a methodology for analysing and identifying the current and future training needs of EWC members that is transferable across the EU, and - on the basis of this analysis - curricula guidelines incorporating recommendations about structure, content, learning approaches, modes of delivery, levels, tutor training, accreditation/certification, progression, monitoring and evaluation.

This framework will be accessible, flexible and transferable within and between countries and sectors/industries. It will be built on established European methodologies and contain transparent mechanisms for evolution and judge outcomes against stated criteria.

Impact
The project also builds on the vocational training strategies of all partners, and the ETUC, which prioritise the involvement of social partners in vocational training within both the broader context of Social Dialogue and the specific context of action at enterprise level.
