Police communication in europe

Objective

In a united Europe, the police are more and more coming into contact with citizens who speak a foreign language, visitors to major events or to foreign drivers are two examples. In addition there are more and more joint operations for handling hazardous situations, preventing crime, and pursuing criminals. The foreign language skills acquired at school are inadequate for conveying police activity and requirement to fellow citizens who speak a foreign language, unambiguously and with a minimum of legal jargon.

In this pilot project a CD-ROM will be developed as learning material for the continuing vocational training of police officers in communication between foreign citizens and police and between the national police forces. The modules to be developed will cover the pragmatic, cognitive, and emotional dimensions of complex situations of communication and action. Besides enhancing speaking ability, particular emphasis will be placed on improving aural understanding and eliminating speech inhibitions. The CD-ROM will be produced in the target language, English, and will also contain a multilingual dictionary. It can be used in the workplace and will take account of individual training needs, learning capacity, and the time available to the individual.

Impact
The project will help achieve Europe-wide standards within the police, so as to ensure that cross-border police tasks are performed effectively and efficiently. The improvement of communication capabilities between police forces will increase the security of European citizens and reduce communication problems and misunderstandings in special operations.
