Objectif
This project aims to improve the quality of continuous vocational training on environmental issues, and, more specifically, on the implementation of EMAS [Eco-Management and Audit Scheme, Regulation 1836/93 of the Council of the European Union]. It also intends to investigate the feasibility of creating new jobs related to this field by establishing a local authority network.
A needs analysis will be undertaken, involving a review of the existing literature on EMAS implementation in EU member states, visits to EMAS sites and a comparison of professional qualifications. Following this, the partners will develop the training programme. This stage will include syllabus design, the preparation of a guide on EMAS implementation in SMEs and local authorities, information documents on industry/local authority cooperation on environmental matters, and the design of programme materials, including CD-ROMs and films.
Programme testing will be through a series of complementary seminars, which will be combined with on-the-job implementation of the different EMAS steps e.g. formulation of environmental policy, undertaking environmental reviews. Trainees' experience of EMAS implementation delivered through the training programme will assist in finalising training method and content. Information on the project will be disseminated through the partnership guide, information brochures, the press, via internet and through the local authority network.
Impact
The project will lead to cooperation between EU Member States on environmental issues. It will also promote the development of training in new areas of social concern.
