ETO (European Telework Online) is a network of Web sites spanning 20 countries and providing a world-class first-and-last-stop resource for information, resources and connections in the fields of telework, teletrade and telecooperation. The European Telework Online network of interactive co-operating Web sites is regularly used by an estimated 10,000 people and reaches a total audience estimated at more than 150,000 direct and at least 1 million indirect users across at least 60 countries. It demonstrates the cost effective use of Web and other Internet technologies to reach target audiences, create and support "communities of interest", stimulate market interest, provide access to information, resources and expertise, and create platforms for innovation and enterprise. The approach is based on audience activation and engagement, which has led to new insights into Web design and management, including a novel approach to data-driven and user-participative site and content management. The network has stimulated and supported the emergence of new initiatives in telework, electronic commerce, telecooperation, community networking, electronic democracy and other information society activities. It provides a meeting place for innovators and activists; a sounding board for new marketing ideas and programmes, and a channel to market for news of relevant products and services. The techniques developed and tested in the network can be applied in commerce, government and public services. A particular strength of the European Telework Online experience is the understanding of how to map online activities to the differing needs of different countries, cultures and communities.
