Objective
The SECAM study is seeking to address methodologies for safety, efficiency and capacity assessment across the spectrum of operational and functional needs of ATM. It will consolidate existing expertise and propose a direction for further analysis.
This task will provide a unifying framework in which new systems can be assessed for their contribution to ATM in terms of safety, efficiency and capacity. This is to the benefit of CAAs and industry (manufacturers and airlines) as the results of such a technical assessment, undertaken within this framework, could be used as an input to a cost benefit analysis, thereby enabling them to assess the impact of incorporation of new systems.
It will identify methods and tools that conform to the unifying framework and assist in providing qualitative or quantitative assessment of safety, efficiency or capacity. The need for the further development of tools for R&D in this field will be addressed.
It will identify a way to assess how structural, procedural and functional aspects of the ATM system interact in respect to the parameters already mentioned.
