ATM system safety criticality Raises Issues in Balancing Actors responsibility

Objective

ARIBA will assess certification issues for ground ATM systems and operational procedures and intend to produce templates which could benefit the present ongoing and planned certification activities in Europe. Full use will be made of the ample knowledge the ARIBA partners have in 1) certification practices from air transport and other areas (high finance, nuclear, rail transport, space), 2) rationales underlying the ATM safety regulation developments in UK and France, 3) ATM safety related studies (e.g. DAAS, MUFTIS, SECAM, RHEA, GENOVA and TOSCA-II), and 4) state-of-the-art safety assessment and safety management developments.

ARIBA will keep things practical by focusing its attention around the following major technological ATM enhancements:

- Space-based navigation and surveillance,
- Advanced ATC automation support tools,
- Flightplan exchange through air-ground data link.

For these enhancements two distinct, but inter-related issues need be solved prior to operational introduction: System Safety Validation and Arrangement of Responsibilities.
