EFFECTS OF PROPERTY RIGHTS ON THE FISHING INDUSTRY AND EFFECTIVENESS FOR FISHERIES MANAGEMENT POLICIES

Objetivo



The distribution, scarcity and therefore value of fishing rights varies between Member States. Individual Transferrable Quotas (ITQ's) for flatfish have been adopted in the Netherlands, where there are also access rights for cod and whiting and engine capacity licensing. In the UK the Pressure Stock Licenses (PSLs) have an impact on structures and in Denmark limited entry exist for the herring fishery and to the fishery in Norwegian and Swedish waters.
The main questions which will be adressed by the study are :
(i) what were (are) the attitudes of the fishermen towards property rights.
(ii) what are the consequences of the introduction of these rights for the industry as a whole .
(iii) what are the implications for Fisheries Management Policy of fishing rights acquiring value.

Regarding vessel owners the main research issues will be estimating the value of the property rights, their financial aspects including tax consequences, the effect on cost and the extent to which they influence fishermen's behaviour. At an industry level the focus would be on the extent to which ownership has become concentrated, the redistribution of rights, the impact on fishing capacity and local and regional effects. The extent to which property rights have contributed to management goals will be examined as will the effectiveness of the different schemes in different countries.
