Objective
PURPOSE AND PRINCIPLE OF THE STUDY
THE AIM OF THIS STUDY, AS OF THAT PERFORMED DURING THE PREVIOUS PROGRAMME (BIO-F-320-81-F), IS TO EVALUATE THE RELATIVE EXTENT OF THE RISKS TO THE PUBLICS, WORKERS AND THE ENVIRONMENT RESULTING FROM CERTAIN HUMAN ACTIVITIES, NOTABLY THOSE INVOLVING THE PRODUCTION AND USE OF VARIOUS FORMS OF ENERGY. IT FORMS PART OF A BORADER PROGRAMME, THE PURPOSE OF WHICHIS TO ESTABLISH, ON THE BASIS OF A CONCRETE CASE, GENERAL METHODS FOR THE COMPARATIVE EVALUATION OF RISKS ON A REGIONAL SCALE , A COMMITTEE OF SCIENTIFIC CONSULTANTS BEING RESPONSIBLE FOR CHECKING THE RESULTS OF THE PROGRAMME.
THE STUDY WILL BE CENTRED ON TWO COMPLEMENTARY SUBJECTS, ONE RELATING TO EVALUATION OF THE EXPOSURES CAUSED BY THE ACTIVITIES UNDER CONSIDERATION AND THE OTHER TO ASSESSMENT OF THE RESULTING DAMAGE AND THEN TO THE CORRESPONDING DETRIMENT, DUE REGARD BEING PAID TO THE WEIGHTINGS BASED ON ECONOMIC AND SOCIOLOGICAL CONSIDERATIONS.
The exposure to hazards resulting from heating (residential and tertiary industries) and indoor pollution were determined. Results obtained earlier (1982) for electricity generating power were updated.
1. EVALUATION OF RADIOLOGICAL AND NON-RADIOLOGICAL EXPOSURES
A.INDUSTRIAL ACTIVITIES
AS A FOLLOW-UP TO THE 1981-84 PROGRAMME, THE STUDY WILL BE EXTENDED, ON SIMILAR BASES AND BY MAKING USE OF INFORMATION ALREADY ACQUIRED, TO CONVENTIONAL INDUSTRIES TO BE CHOSEN AS A FUNCTION OF THEIR POTENTIAL CONTRIBUTION TO OVERALL POLLUTION, DUE REGARD BEING PAID TO THE TYPE OF ACTIVITY AND TO THE SIZE AND DISTRIBUTION OF THE INSTALLATIONS. THE MAIN OBJECTIVE WILL BE TO CHARACTERIZE THE SOURCES AND EVALUATE THE EMISSIONS TO THE ENVIRONMENT TOGETHER WITH THE CORRESPONDING INDIVIDUAL AND/OR COLLECTIVE EXPOSURES.
CONSIDERATION WILL ALSO BE GIVEN TO THE DEVELOPMENT OF METHODS TO BE APPLIED IN TAKING INTO ACCOUNT PROBALISTIC EXPOSURES ARISING FROM ACCIDENTAL EVENTS AND THIS, IF POSSIBLE WILL BE SUPPLEMENTED BY AN ANALYSIS OF THE ACCIDENTS THAT HAVE OCCURED IN THE PRINCIPAL AREAS OF ACTIVITY.
B.OTHER FACTORS
AMONG OTHER FACTORS, THE STUDY WILL COVER:
- DOMESTIC HEATING SYSTEMS, BOTH COLLECTIVE AND INDIVIDUAL, WHICH, SINCE THEY ARE SO WIDESPREAD AND NO CONTROL IS EXERCISED, SEEM TO CONTRIBUTE SUBSTANTIALLY TO GENERAL POLLUTION.
- ACTIVITIES IN THE HOME WHICH CAUSE POLLUTANTS OF VARIOUS TYPES TO BE RELEASED INTO A CONFINED ATMOSPHERE IN WHICH PERSONS ARE LIKELY TO SPEND A CONSIDERABLE AMOUNT OF TIME: THE OBSERVATIONS MADE IN RESPECT OF RADON DAUGHTERS DEMONSTRATE HOW IMPORTANT THE PROBLEM IS.
2.EVALUATION OF THE EFFECTS AND THE DETRIMENT: SOCIO-ECONOMIC ASPECTS.
THE STUDY WILL CONTINUE THE SURVEY OF EXISTING INFORMATION RELATING TO THE EFFECTS LIKELY TO APPEAR AFTER EXPOSURE TO THE DIFFERENT TYPES OF POLLUTANT. ACCORDING TO THE FORM OF DOSE-RESPONSE RELATIONSHIP (WHETER THERE ISA THRESHOLD OR NOT, WHETHER THERE IS LINEARITY OR NOT, WHETHER IT IS PROBLEMATICAL OR NOT, ETC.), THE EXPOSURES WILL BE EXPRESSED IN AN APPROPRIATE WAY AND TRANSLATED INTO TERMS OF RESULTING EFFECTS.
FURTHERMORE, A WEIGHTING SYSTEM WILL BE STUDIED, ACCOUNT BEING TAKEN OF THE TYPE OF EFFECT (WHETHER LETHAL OR NOT, IMMEDIATE OR DELAYED, SOMATIC OR GENETIC, ETC.), OF THE ASSOCIATED ECONOMIC AND SOCIOLOGICAL CONSIDERATIONS AND, IF POSSIBLE, OF THE ATTITUDE OF THE AFFECTED POPULATION TO THESE EFFECTS OR TO THE ACTIVITY THAT CAUSES THEM; THIS SYSTEM WILL MAKE IT POSSIBLE TO EXPRESS THE RESULTING DETRIMENT AND TO FACILITATE THE ULTIMATE USE OF THESE EVALUATIONS FOR COMPARATIVE PURPOSES.
