Objective
- To carefull review all the present state of perinatal transport system in use in
european participating countries.
- To establish commun guidelines for maternal and neonatal transport.
- To propose commun evaluation tools of perinatal transport programmes.
A reinforced concertation will:
. train clinicians in the methodology of evaluation of health care,
. train the participating teams in the use of management computer programmes in the
field of management of perinatal transport,
. teach the practical aspects of perinatal transport systems.
Objective one will be reached by a description of the present state of perinatal transport in every participating country, to describe the present state of the decision rules in neonatal transport as well as in maternal transferts to level 3 perinatal centres.
Objective two will be reached by 3 working parties. The first is on guidelines, on maternal and neonatal transport decisions, with a clear definition of the roles of different institutions in organized networks.The second will establish a proposition for a consensus on the technical regulation rules needed at all steps of perinatal transport for newborns and pregnant women. The third will develop new management tools of the health ressources which can be involved in a perinatal transport network. The objective three will be addressed by a working party leaded by an epidemiologist and will aim to describe a commun system able to evaluate the health care outcomes of perinatal transports, define standards of quality for evaluation and commun rules for data collection. Each of these objectives will be addressed by a working party leaded by one of the five members of the Steering Committee of the programme. The reinforced concerted action will propose teaching and training sessions for members of participating teams on methodology of evaluation of health care on the use of computer programmes in the field of management of health service ressources on the practical aspects of perinatal transport systems.
