Palliative care ethics

Objective

OBJECTIVES

1. to examine and compare the institutionalisation of palliative care;
2. to clarify the concept of palliative care in each participating country;
3. to explain the relationships between concept and institutional heterogeneity of palliative care;
4. to analyse the moral implications of the further development of palliative care.

BRIEF DESCRIPTION

In many countries, demand for palliative care is growing. Due to characteristics of the specific healthcare systems, the organisation and institutional form of palliative care differs among countries (hospices, home care, nursing homes, hospital-based palliative care units). Besides these organisational differences, opinions also differ as regards the concept of palliative care and its implied moral values. For future development of palliative care in Europe it is important to analyse and clarify these differences. This Concerted Action will bring together medical and ethical experts from countries with different healthcare systems and different approaches to palliative care.

The project will combine empirical studies with theoretical analysis. Using surveys, interviews and vignettes, the organisation and concept of palliative care in various countries will be examined. The results will be clarified and explained through historical and philosophical analyses of the concept of palliative care. The moral values involved will be explored using theoretical views from healthcare ethics and philosophy of medicine.

Clarifying concept and values will be necessary (1) to formulate norms and standards for good palliative care practices, (2) to initiate policies and guidelines for future developments of palliative care in Europe.
