Brief description:
Within Europe, the last ten years has seen a growing awareness of the issues of mental illness in mental retardation, as evidenced by the instigation of specialist mental health services, and in a growing body of research. At the same time, it is clear that the various member states are at different levels of development with respect to this field, and that there are disparate views about the appropriate ways to respond to the mental health needs of people with mental retardation. The overall aim of this project is to bring together the expertise of a number of member states in order to develop "best-practice" guidelines in relation to the mental health of people with mental retardation. This will be achieved through a combination of information sharing, implementation and evaluation of new diagnostic materials and training techniques. A report summarising the characteristics of service provision throughout Europe will provide examples of good practice and make recommendations for improving the quality of care in participating countries. The adoption of common diagnostic tools implies that people with mental retardation will, for the first time be offered the opportunity for treatment base on a comprehensive and validated assessment of symptoms. This will also provide a uniform means of measuring the effectiveness of a range of treatments. The project will provide staff Awareness Training and will provide the opportunity for staff to become familiar with available mental health screens. The proposed European database, together with agreed diagnostic procedures will allow the possibility of conducting international collaborative studies across a range of relevant issues with a degree of accuracy and reliability previously unattainable. The implementation of these strategies will have a significant impact on the quality of life of adults with a dual diagnosis of mental health problems and mental retardation, the effectiveness of specialist psychiatric treatment, and the level and costs of subsequent community support.
