Objective
The European machine manufacturing industry consists
mainly of SMEs, since in most cases the product "Machine"
is not suitable for mass production [VDM95a]. These
European Machine Manufacturing SMEs (MM SMEs) are forced
by the increasing world-wide competition to redesign
their business processes and their co operation with
suppliers primarily to decrease costs and to improve
flexibility towards changing order levels and trade
cycles. The suppliers of the MM SMEs are of varying size,
but mainly small enterprises. Existing solutions, e.g.
from automotive industry, are not appropriate for these
enterprises due to their small size and limited financial
and human resources. Therefore new pragmatic methods and
tools are needed on three levels:
1. Support for strategic Make or Buy decisions for
complex parts and components
2. Support methods and tools for the organisation and
management of the suppliers
3. Adaptation, integration of operational Information and
Communication Tools (ICT) for the operative management of
product, logistic, quality, and administrative
information between the MM SMEs and their suppliers.
This project will generate methods and tools to optimise
the performance and flexibility of MM SMEs producing
complex products. A close co operation of these SMEs with
their suppliers in a kind of virtual multi site company
will be supported.
By this project the following practical and exploitable
results will be achieved:
Benchmarking study of International Best Practice in
supplier management by MM SMEs as knowledge source for
the following task and results.
Decision Support Tool supporting strategic and
operational Make or Buy decisions and the organisation of
supplier chains (What lf analysis) based on models and
simulation. The tool will use spreadsheet interfaces.
Optimised Models ("Good Practice") of MM SMEs Business
Processes and Supplier Organisation to be used as
references.
Adaptation and Integration of existing ICT for
operative information management of SME supply chains.
Standard tools (e.g. Lotus Notes, Internet/lntranet, etc)
will be used for simple SME appropriate and low cost
solutions.
Industrial Best Practice Demonstrator project for MM
SMES showing the commercial benefit for an important
European industrial sector.
The consortium establishes a true multinational project
from 3 EU and 1 EFTA country. The task of effective
collaboration is taken care by the long term
relationships that exist. Together with clearly defined
needs from the industrial partners will ensure that the
result of the project will be satisfactory.

Funding Scheme
Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.
