International governmental organizations and national participation in environmantal regimes : the organizational components of the acidification regime

Objective



THE PRIMARY FOCUS OF THE PROPOSED RESEARCH IS THE EXAMINATION OF THE CONDITIONS UNDER WHICH INTERNATIONAL ORGANIZATIONS, NAMELY THE EUROPEAN COMMUNITY (EC) AND THE UN ECONOMIC COMMISSION FOR EUROPE (UNECE), INFLUENCE THE CREATION AND IMPLEMENTATION OF INTERANTIONAL ENVIRONMENTAL AGREEMENTS AND THE RESULTING INTERNATIONAL REGIMES CREATED BY THESE AGREEMENTS. AN ANALYTICAL FRAMEWORK WILL BE APPLIED TO THE TRANSBOUNDARY AIR POLLUTION REGIME IN EUROPE.
COMMONLY REFERRED TO AS THE "ACID RAIN REGIME".
THE OBJECTIVE OF THIS RESEARCH IS TWOFOLD: FIRST OF ALL, IT WILL EXAMINE THE ROLE OF INTERNATIONAL ORGANIZATIONS AS CRUCIAL COMPONENTS OF INTERNATIONAL REGIMES; SECONDLY, IT WILL ANALYZE THE IMPACT OF THESE ACTIVITIES UPON THE DOMESTIC STRUCTURES AND PROCESSES THROUGH WHICH NATIONAL PARTICIPATION IN THE REGIME IN QUESTION ARE CHANNELED. THE FOLLOWING RESEARCH QUESTION WILL BE EXAMINED: DO INTERNATIONAL REGIMES HAVE AN AUTONOMOUS EFFECTS ON INTERNATIONAL ENVIRONMENTAL AGREEMENTS? DO THEY PROVIDE "EFFECTIVE" SOLUTIONS BESIDES THE INFLUENCE WHICH NATION-STATES HAVE ON THEIR OWN? ON THE BASIS OF EXISTING LITERATURE AND DATA, HYPOTHESES WILL BE DERIVED TO TEST THIS QUESTION.

RESEARCH OF THIS KIND FOCUSES ATTENTION ON THE INTERACTIONS OF SELECTED NATIONAL GOVERNMENTS WITHIN TWO DIFFERENT KINDS OF INTERNATIONAL ORGANIZATIONS, AND ON THE ROLE OF THESE INTERNATIONAL ORGANIZATIONS THEMSELVES IN STIMULATING AND PROMOTING COOPERATION AMONG THESE STATES. OF PARTICULAR INTEREST TO THIS RESEARCH IS AN ANALYSIS COMPARING THE ROLES PLYED BY THE ECE, AND THE EC.
THE ECE CAN BE LOOKED AT BOTH AS A FORUM WITHIN WHICH NEGOTIATIONS TOOK PLACE AND AS A PROVIDER OF "ENTREPRENEURIAL SERVICES" TO STIMULATE INTERNATIONAL ACTION.
HERE THE FUNDAMENTAL QUESTION IS TO WHAT EXTENT THE ECE PROVIDED "PROBLEM SOLVING CAPACITY" DURING THE NEGOTIATION PHASE.
AS FAR AS THE ROLE THAT THE EC CAN PLAY IN INTERNATIONAL POLICY MAKING IS CONCERNED, THE SITUATION IS QUITE DIFFERENT.
