Objective
RECENTLY RUSSIA HAS ADOPTED NATIONAL PLAN OF ACTIONS 0N UNCED CONFERENCE, INCLUDING ON DOMESTIC IMPLEMENTATION 0F THE UN FRAMEWORK CONVENTION 0N CLIMATE CHANGE. AMONG ITS PRIOR PROVISIONS ARE PREPARATION OF NATIONAL INVENTORIES OF ANTHROPOGENIC GREENHOUSE GASES EMISSIONS. THE MECHANISMS FOR MONITORING CARBON DIOXIDE AND OTHER GREENHOUSE GASES EMISSIONS ARE AT THE INITIAL PHASE OF THEIR FORMATION IN RUSSIA.
THE AIM OF THE WORK IS FIRST TO MAKE AN OVERVIEW OF THE CHARACTERISTICS 0F THE MECHANISMS AND PRACTICES 0F NATIONAL MEASUREMENT SYSTEMS, REPORTING AND INVENTORY COMPILATION THAT WERE DEVELOPED WITHIN THE SOVIET SYSTEM AND THEN TO EXAMINE CHANGES IN THEM AFTER DISINTEGRATION OF THE USSR, AND DURING TRANSITIONAL PERIOD TO A MARKET ECONOMY INITIATED RECENTLY IN RUSSIA. DETAILED CASE STUDIES ANALYSIS WILL BE PROVIDED ACCORDING To THE RESEARCH TASKS 0F THE WORK PROGRAM FOR THE OVERALL PROJECT (SEE BELOW), AND ESPECIALLY ALONG WITH THE MAJOR GOALS AND PROVISIONS FORMULATED IN TASKS 2, 3 AND 5.
THE WORK WILL SUPPORT THE AIM OF THE EC "ENVIRONMENT" PROGRAMME PROJECT ENTITLED, "GREENHOUSE GAS INVENTORIES: NATIONAL REPORTING PROCESSES AND IMPLEMENTATION REVIEW MECHANISMS IN THE EC (PROJECT NUMBER - EV5V-ct94-0387) - WHICH IS "T0 EXAMINE AND DEVELOP
IMPLEMENTATION REVIEW AND VERIFICATION PROCEDURES WHICH WILL ENHANCE KNOWLEDGE 0F THE ACCURACY AND RELIABILITY OF NATIONAL REPORTS BOTH 0F THE EC MEMBER STATES AND OF OTHER COUNTRIES.
