Efficiency in oral health care. The evaluation of oral health systems in Europe

Objective



Health policy in member states is required to address
difficulties in the financing and delivery of health care and recently reform strategies have extended to a restructuring of the organisation of health care systems. With the reform
strategies, particular emphasis has been placed on the design of systems for provider payment. The effectiveness of alternative strategies in terms of cost containment are reasonably clearly established. The impact of payment systems on the quality of care as well as on the effective utilisation of services is much more problematic. The measurement of final outcome as the
ultimate test of quality is even more difficult both for the health system as a whole and for individual services.
In the project "Efficiency in oral health care: the evaluation of oral health systems in Europen a comprehensive analysis of six third party funded Oral Health care systems currently in
operation in member states is being undertaken. Information
currently available on inputs and outputs in terms of Oral Health is being collated. Broad agreement has been achieved on the
methods for their objective measurement. The next step involves the collection of data on the agreed input and outcome
measurements in the six countries and an analysis of the data collected to provide information on the most desirable system characteristics for the development of Oral Health services in Europe.
The inclusion of Romania and the Expertise of the Romanian
partner would allow the Eastern European partner to benefit from the analysis of western European Oral Health Care Services and vice versa. It would allow the further development of Health Services Research in Romania and provide information for the future planning of oral Health Care Services in the rapidly
changing environment of Central and Eastern Europe and the new independent states of the former Soviet Union.
