Objective
The general purpose of the preparatory action DEBUT is to address the resistance within the organisational cultures of public sector providers to exploit their data information resources in partnership with others.
This preparatory action will facilitate an open and informed consideration of public/private business models through a participative process of developing practical guidelines, model documentation and pilot demonstrations.
The specific objectives are to present the issues opportunities and constraints relating to the exploitation of public sector data clearly and concisely, to provide advice and guidelines to build the capacity of public sector providers to engage with the private sector in information utilisation strategies, to provide examples of best practice in partnership business models -commercial agreements, meta data management and data management protocols-, and to build a 'shop window' demonstrator illustrating best practice operations within a service area using a 'state of the art' customer interface.
