Objective THE WORK DONE BY THE COMMISSION ON THE ANALYSIS OF MEDIUM- AND LONG-TERM ENERGY DEMAND AND SUPPLY HAS DEMONSTRATED THE IMPORTANCE OF THE EFOM 12C MODEL IN DETERMINING THE STRUCTURE OF THE ENERGY STOCK THAT WOULD BEST MEET THE ENERGY REQUIREMENTS OF THE MEMBER STATES. THIS WORK, ILLUSTRATED BY THE " ENERGY 2000 " STUDY, SHOULD ALSO HELP THE COMMISSION DEPARTMENTS TO DEFINE MEDIUM- AND LONG-TERM ENERGY POLICIES. Application of the EEC Directive will involve an additional discounted cost of approximately 100,000 million pesetas. However, by the year 2010 it will cause sulphur dioxide emissions to be nearly 1 Mt less than they were in 1980. When comparing the EEC Directive to the legal case scenario, the emission differential is 0.67 Mt for the year 2000 and 0.47 Mt for the year 2010, given the predicted decline in sulphur dioxide emissions. Three additional important environmental factors are: the use of new advanced clean technologies (eg integrated coal gasification combined cycle power plants and fluidised bed combustion) are attractive not only for environmental but also for economic reasons. The extent to which these technologies are introduced depends on the level of emission constraints; the future increase in the number of cars on the road, together with the model's nonimplementation of reduction measures for diesel powered vehicles limit the reduction of nitrogen oxide emissions; until 1992, the role of nuclear and hydroelectric power will be controlled by the National Energy Plan.
