HERMES-EIR MAINTENANCE AND APPLICATION

Objective

THE HERMES-EIR MODEL IS THE FIRST SECTORAL MODEL DEVELOPED FOR IRELAND AND THEREFORE REPRESENTS TECHNICAL PROGRESS MADE POSSIBLE SOLELY BY THE EUROPEAN HERMES PROJECT. AS A RESULT OF THE RESEARCH WORK COVERED BY THE CONTRACT, THE MODEL WILL BE USED FOR NUMEROUS ECONOMIC AND ENERGY EVALUATIONS CARRIED OUT BY THE MINISTRY OF FINANCE OR BY THE COMMISSION IN ORDER TO ASSESS THE ACHIEVEMENT OF THE INTERNAL MARKET. IN ADDITION THE MODEL WILL BE AUTOMATICALLY LINKED TO THE COMET AND HERMES MODELS, SO AS TO PROVIDE A SYSTEM OF EUROPEAN MODELS UNIQUE IN EUROPE.

THE RESEARCH CONSISTS OF UPDATING THE HERMES-EIR MODEL AND IMPROVING ITS PERFORMANCE BY INCORPORATING ECONOMIC MECHANISMS BETTER REPRESENTATIVE OF THE WORKING OF THE IRISH ECONOMY. THE MODEL WILL BE WIDELY USED FOR COMMUNITY STUDIES ON THE INTERNAL MARKET, INCLUDING THE RECIPROCAL IMPACT OF ENERGY POLICIES ON ECONOMIC POLICIES. THE CONTRACTOR WILL TRANSFER THE MODEL TO THE COMMISSION' COMPUTING ENVIRONMENT AND ENSURE THAT IT OPERATES PROPERLY IN A VERSION LINKED TO THE OTHER HERMES MODELS.
