DEVELOPMENT AND APPLICATION OF THE HERMES MODEL FOR THE NETHERLANDS.

Objective

THE RESEARCH WILL MAKE AVAILABLE AN IMPORTANT PIECE OF THE WHOLE HERMES SYSTEMS MODELS, I.E. THE REPRESENTATION OF THE DUTCH ECONOMY AT THE SECTORAL LEVEL. THE DUTCH MODEL WILL BE FULLY OPERATIONNAL AND ITS QUALITY TO SIMULATE THE BEHABIOUR OF THE NATIONAL ECONOMY WILL BE DROWN IN DETAILS.

THE EUROPEAN SIMULATIONS INCLUDING THE TRADE FLOWS BETWEEN NETHERLANDS AND THE OTHERS EUROPEAN COUNTRIES, THE WEIGHT OF NETHERLANDS IN THE EUROPEAN ECONOMY WILL BE TAKEN INTO ACCOUNT IN THE NEW EXERCISES OF THE COMMISSION, MAINLY THOSE RELATIVE TO THE ENERGY-ECONOMY INTERFACE AND TO THE ACHIEVEMENT OF THE INTERNAL MARKET.

FROM A NATIONAL POINT OF VIEW, THE CONTRACTOR WILL USE THE NATIONAL MODEL LINKED WITH THE OTHERS HERMES MODEL FOR DIFFERENT NATIONAL INSTITUTIONS (PLANING BURO F.O.) AND FOR GROUPS OF INDUSTRIES REPRESENTATIVES THAT WILL BE A VERY FRUITFULL DEMONSTRATION OF THE HERMES MODEL USEFULLNESS.
The Dutch HERMES model distinguishes 5 major blocks, notably:
national accounts and various national aggregates (including monetary variables);
government and social security;
households;
firms;
international trade.

This block structure broadly reflects the Dutch system of national accounts, which distinguishes accounts for the major sectors of economic activity (government, social security, households, firms and the rest of world) as well as a consolidated account for all sectors.
THE RESEARCH CONSISTS ON :

* THE FINITION OF THE MODEL (OBTAINING FINAL ESTIMATION RESULTS AND LINKING THE VARIOUS BLOCKS);

* THE SET-UP OF A REFERENCE PROJECTION, FOR THE MEDIUM AND LONG-TERM;

* A MULTIPLIER ANALYSIS, IN ORDER TO QUANTIFY THE EFFECTS OF VARIOUS IMPULSES, NOTABLY :

- AN INCREASE (SUSTAINED) OF 1 % OF TOTAL GDP IN GFCF OF GENERAL GOVERNMENT FROM 1986
- A REDUCTION IN THE EMPLOYER'S SOCIAL SECURITY CONTRIBUTIONS OF 1 % OF GDP FOR 1986
- AN EX ANTE REDUCTION IN REAL WAGES OF 7 % FROM 1986, SUSTAINED
- A DEVALUATION OF NATIONAL CURRENCY IN 1986 BY 10 % AGAINST ALL OTHER CURRENCIES (MAINTAINED OVER THE PERIOD)
- REDUCTION IN 1986 OF THE OIL PRICE MAINTAINED OVER THE WHOLE PERIOD.

* GENERAL ASSISTANCE TO IMPLEMENT THE MODEL AT THE COMMISSION OF THE EUROPEAN COMMUNITIES.
