INTEGRATION OF WIND POWER IN THE DUTCH GENERATION SYSTEM

Objective

THE SCOPE OF THE CONTRACT IS TO CARRY OUT A PENETRATION STUDY FOR WIND ENERGY IN THE GENERATING SYSTEM OF THE NETHERLAND. THIS "SYSTEM STUDY" WILL BE CARRIED OUT IN ACCORDANCE WITH THE "GUIDELINES FOR SYSTEM STUDIES UNDER EC WIND POWER PENETRATION STUDY, JANUARY 1987".
The operation of the Dutch electricity generating system has been examined with varying penetration degrees of wind energy conversion systems (WECS). The simulation has been carried out using wind data recorded at 6 sites spread across the area of interest in the Netherlands. The recorded wind data have been used in conjunction with a production costing model normally used by SEP for planning purposes. This model was modified to give a correct assessment of the quantity and value of fuel savings by WECS.

At present, with cost levels of WECS higher than assumed in the base case, and fuel prices much lower than assumed, wind farms are unlikely to become economically viable as an integral part of the Dutch generating system. Apart from the unpredictable development of fuel prices, capital costs of WECS proved to be the determinant for the economic viability of wind power. Significant improvements in cost and performance, as may be achieved through additional technological advances, are needed to make wind power competitive in widespread utility applications.
ACCORDING TO THE GUIDELINES THE RESEARCH INCLUDES CONSIDERATIONS CONCERNING THE FOLLOWING SUBJECTS :

- CONTROL PROBLEMS
- ENVIRONMENTAL IMPACT
- VOLTAGE CONTROL AND REACTIVE POWER.
