Objective
This Concerted Action proposes to organize a network of European scientists and research institutions involved in the development of methodological tools and techniques for the optimal exploitation of satellite remote sensing data. This network will promote the coordination of existing and future research and application activities focused on the quantitative characterisation of land surfaces on the basis of optical and thermal data. The network includes scientists involved in fundamental research, in algorithm development, as well as in major fields of application.
Specifically, the partners of this network will (1) review the various tools and techniques currently available for the quantitative analysis of Earth Observation remote sensing data over land surfaces, (2) coordinate existing research activities in the development of reliable and accurate empirical and physical models, and numerical inversion procedures, (3) identify the most urgent priorities for further action in methodological research, with particular attention to the requirements resulting from the new instruments, (4) suggest specific approaches to validate existing and future algorithms on the basis of laboratory and field campaigns, and (5) recommend new observational strategies to better exploit the recent and expected advances in algorithmic developments and scientific research in radiation transfer studies. These objectives will be reached through the organization of three international workshops, extended visits between the partners of the network, the publication of reports, the recommendation of research priorities for the coming decade, and the stimulation of sustained dialog between the research and engineering communities, aimed at ensuring the full exploitation of the data generated by future sensors.
Throughout its three-year lifetime, this network will help steer the methodological developments in Europe towards the most pressing needs, and ultimately foster an increase in the amount and quality of environmental information retrievable from current and future space borne Earth observing instruments. The conclusions and recommendations produced by this Concerted Action will be made widely available through both printed materials and a specially setup World Wide Web information server.
