Objective
The objective of the concerted action is to review, stimulate and strengthen the cooperation of research in the field of land
degradation/desertification in the Mediterranean.
The activities will be the following:
* To establish the nature and extent of research and action programmes for desertification mitigation in the nations of Mediterranean Europe, undertaken by governmental and non-governmental organizations. * To review the work of successive desertification research programmes undertaken under the aegis of the European Community DGXII and other Directorates General that has a bearing on desertification in the Mediterranean and on wider global change issues.
* To identify the potential applications of desertification research, knowledge and action in other areas of EU activity, such as the Environmental Agency (DGXI), the Directorate General for Agriculture (DGVI), the Structural and Cohesion Funds, and the agencies for international co-operation.
* To assess the contemporary nature and costs of desertification in Mediterranean nations both within and outside the EU
* To recommend a programme of further integrated research on the impact of human activity in desertification and Mediterranean environmental problems more generally, to provide a firmer basis for integrated environmental protection and sustainability while permitting economic growth and development.
These objectives are to be met by a series of workshops and reports bringing together national, EU and non-governmental agencies over the next two years and six months with the following documentary base:
* An assessment of national and regional actions, including policies, fiscal instruments and research directed towards the mitigation of desertification in its various aspects. This is to include National Action Plans in relation to the International Convention on
Desertification (1994), where they exist.
* An assessment of non-governmental activity with respect to desertification.
* An assessment of European Community funded research over the past ten years over successive frameworks.
* An overview of the potential applications of desertification research in wider environmental issues including land, water, pollution, urban growth, and agriculture.
* An evaluation of the research needs in desertification and a plan of action for satisfying these needs within the context of future frameworks of the European Community.
