SAR for Agriculture and Forestry in Europe

Objective



The goal of the SAFE Project is to provide an objective cost-benefit analysis of the ability of spacebome Synthetic Aperture Radar (SAR) data to meet the requirements of European agriculture and forestry.
The importance of agriculture to the European economy, coupled with the fiscal importance of the Common AgricuHural Policy (CAP), provide the driving force for focusing on agriculture and forestry requirements. The need for a project of this nature arises from the perceived potential benefits of Earth Observation technology, and in particular SAR data, set against the current absence of any quantifiable justification for its use.
The project methodology is based upon a breakdown of the work into three separate and independent phases:
- Identification and prioritisation of user requirements
- Development of the technological requirements and specification of a SAR mission
- Analysis of the costs and benefits of the proposed SAR mission relative to current information gathering methods, and production of recommendations and an exploitation plan.
Objectivity is assured through the use of separate organizations to undertake these activities. Each partner has been carefully selected to provide the necessary skills and experience in the relevant area as indicated in the table below: The results of the project are expected to be of particular interest to the EC, especially in relation to the requirements of the Common Agricultural Policy, to environmental policy and to future EC research policy.
