Medium scale surface temperature mission

Objective



The objective of this proposal is to promote a medium resolution thermal infra-red imager mission, named Medium Scale Surface Temperature (MSST). The main applications of measurements from space in thermal infrared range are related to soil and plant energy budget related questions. It has been shown that thermal emission from an agricultural surface can be used to retrieve parameters directly related to the hydric state of the soil/vegetation system. These parameters are most important to be known if one wants to get information on water availability or vegetation state, potential stress due to drought, illness or other pests. In addition several other applications have been developed, using the surface temperature as a direct information, such as mapping of frosted agricultural areas or of heat islands on urban surfaces. Presently, the most widely known space sensor providing thermal IR data on a routine basis is the AVHRR instrument on board NOM satellites. It is used by a large community and has strongly contributed to develop research works on thermal data. It has 2 thermal channels and ensures a global coverage with a 1.1. km spatial sampling. This low resolution necessarily limits the extent of applications as they remain mostly global., More recently, applications based on previous work completed with AVHRR data have been developed at a higher resolution using 1 20-m resolution Landsat TM thermal infrared data (in particular for irrigation and forest fire risk monitoring), and have shown a real need and interest for medium-high products.
However the Landsat TM swath width is 185 km, and due to a single thermal channel, it needs complementary in-situ measurement in order to determine the surface emissivity of the acquired zones.
These are the reasons why it is proposed a medium scale thermal thermal imager (with a 250-m resolution typically) which in the short-term and for operational applications would constitute an excellent compromise. While improving resolution, the MSST instrument keeps the most interesting property of a wide swath, thus providing a high repetitivety of observations.
The instrument we propose on these bases is rather small (in the range of 50-100 kg) and fairly simple, based on a conventional scanner concept, while taking advantages of technology developments in the detector area. Within the process of selecting the instrument concept and its performance range, there has been a clear will to define a small and affordable space system based on a simple instrument to provide real flight opportunities and so to ultimately demonstrate the benefit of a medium resolution thermal imager. The instrument would be a most adequate complement to the Vegetation instrument which is already supported by the European Community. If put on the same platform, a solution that will be studied in the frame of the proposed project, a good co-registration with images from Vegetation can be expected. The specific objectives of this project are:
- to produce the design of a medium scale thermal imager, having large swath, with a mass in the range of 50 to 100 kg, which can be flown on a dedicated mini-satellite;
- to further develop methodologies for retrieving thermal and water related surface parameters from the sensor data;
- to demonstrate the relevance and efficiency of the proposed products in the applications domains of agriculture, forestry and water resources management through adequate interaction with selected user groups;
- to analyse the operational irnplementation of the proposed data processing, including integration of additional data sources, understanding of the thermal information;
- to fully validate the concept of proposing the instrument as the second passenger on board the SPOT 5 satellite (the first one being VEGETATION). The team, gathering a set of experienced companies and laboratories selected for the success of the proposed project, comprises Matra Marconi Space (MMS-F), CEMAGREF (France), Universitat de Valencia (Spain), CETP (France), INFORCARTO (Spain), and NRSC (UK).
