Sustainable communities in Europe: A cross-national assessment of the implementation of Agenda 21 at the local level of governance.

Objective



The proposal is for a concerted action related to studies of sustainable development at the local community level. Thirteen research organizations have independently initiated studies of the implementation of the Rio "action plan" (Agenda 21) in local communities. The concerted action aims to bring these studies together so as to develop a common approach to the initiatives being taken and the results being achieved. The LA21 initiative provides a common stimulus for change which can be used to study cross-national variance with respect to interpreting and implementing the UNCED programme for sustainable development.
With the LA21 process as an empirical focus, the CA will focus on the following major issues:
(1) a clarification of the concepts and goals of the UNCED programme in this area;
(2) the manner by which the LA21 idea has been integrated into national and EU strategies for sustainable development;
(3) variations in the ways local communities have reacted to the LA21 concept, with special emphasis on "ideal communities" and "best cases";
(4) focused analyses of new forms of social learning; "covenants", "charters" and other forms of "cooperative management regimes" being used to bring the "major groups" together;
(5) new forms of regional cross-national cooperation on LA21 issues;
(6) the effect of LA21 on developing new cross-sector and local-global policy instruments for sustainable development; and
(7) the development of new frameworks and indicators for evaluation and more effective steering of implementation processes at the local level.
The CA will be conducted within a cumulative four-stage time-frame:
(1) an initial phase of concept clarification and standardisation;
(2) the development and application of a common protocol for descriptive reporting and analysis;
(3) the development and application of evaluation criteria for successful implementation; and
(4) an initial attempt at cross-national explanation and model-building. The work will be conducted as an ongoing research dialogue over the Internet, with deliverables produced through at least four seminars/workshops (corresponding to the four phases outlined). There will also be held a concluding conference for testing the insights gained in open dialogue with representatives for key user groups, and to lay the foundation for further research and testing.
It is a central premise of the action that a large portion of anthropogenic impacts on environment and climate are critically influenced by decisions and policies at the local level of governance. And while the major goal of the project is to produce knowledge on decision-making and policy implementation (devoting special attention to the problems and prospects of "subsidiarily"); the action also aims to generate cross-national information on local approaches to gas emissions and biodiversity depletion. The partnership is well-equipped with the necessary, mulitdisciplinary skills and contacts for this purpose.
