Objective
TO CREATE A PERMANENT OBSERVATORY OF SOCIAL RESPONSES TO MAJOR RISKS
1. RESEARCH GOALS :
IN SPITE OF CEE LEGISLATION ON CHEMICAL EMERGENCY PLANNING, RECENT EVENTS DEMONSTRATE THAT PRIMARY DECISIONS OR BEHAVIOURS TAKEN IN THE IMMEDIATE PERIOD FOLLOWING A CHEMICAL FAILURE, ARE LEADING TO AGGRAVATE THE ACCIDENT OR FAILURE, ACTING NEGATIVELY ON EMERGENCY PLANNING AND AUTHORITIES CREDIBILITY FOR ULTERIOR WARNINGS. WHEN PLANS ARE SET UP, THEY FUNCTION AS "SYMBOLS", BUT THEY USUALLY LOOSE A GREAT PART OF THEIR EFFICIENCY WHEN THEY COME TO HAVE TO BE USED.
THE PROPOSED RESEARCH WILL TEND TO EXPLAIN HOW THESE PRIMARY DECISIONS OR BEHAVIOURS RESULTS FROM MIS REPRESENTATIONS OF VARIOUS PARTNERS ROLES IN THE DAY TO DAY ROUTINES. NECESSITY TO BEHAVE QUICKLY WITHOUT ADEQUATE KNOWLEDGE, CONDUCT THE ACTORS TO KEEP THINKING THAT REASSURING PEOPLE IS A MAJOR CONCERN AND TO DELETE WHAT THEY THINK, WRONGLY, CAN BE YET UNDER CONTROL.
THE RESEARCH WILL REVEAL A FUNDAMENTAL INADEQUATE CHEMICAL RISK APPRECIATION FROM PLANT WORKERS AS WELL AS PUBLIC AUTHORITIES AND POPULATIONS AT LARGE AS REGARD TO THE SCOPE, THE LONG-TERME OUTCOMES, AND THE MORBIDITY THAT CHEMICAL ACCIDENTS ARE ABLE TO GENERATE, LEADING TO A GENERAL GROWING IRRATIONALITY VIS-A-VIS THE CHEMICAL INDUSTRY.
EFFICIENCY MIGHT BE REACHED BY A NEW APPROACH INCLUDING RAPID TO-ING AND FRO-ING, VERIFYING PROCESSES AND QUESTIONNING OF THE RELIABILITY OF INITIAL INFORMATION. EFFICIENT PLANNING SHOULD BE A DYNAMIC STRUCTURE ABLE TO INTEGRATE THE LOW CREDIBILITY OF VARIOUS LEADERS AND THE DETERMINING EFFECTS OF TIME AND SPACE FACTORS INTO THE BUILDING UP OF ADEQUATE RESPONSES TO MAJOR INDUSTRIAL HAZARDS.
THE RESEARCH WILL TEND TO RESPOND THE FOLLOWING QUESTIONS :
- DO PEOPLE DISGUISE OR RETAIN WHAT THEY KNOW IN A CRISIS SITUATION BECAUSE OF ENORMOUS SOCIAL OR ECONOMICAL PRESSURE OR OF MORE PROSAIC REASONS ?
- IS THE INFLUENCE OF PREEXISTING SOCIAL CONTEXT MORE DETERMINING THAN INDIVIDUAL REACTIONS TO THE STRESS DUE TO THE LOSS OF PREVIOUS ASSESSMENT ?
