Objective
DEFINITION OF HAZARDOUS EVENT.
THIS PROJECT IS A CONTRIBUTION TO THE BRENCHMARK EXERCICE, TO BE CARRIED OUT ON A SINGLE SUBJECT INSTALLATION COMPRISING :
- A SEA TERMINAL (IMPORTANT OF REFRIGERATED AMMONIA TO A 15000 TE STORAGE TANK)
- PIPELINE TO THE PROCESS PLANT
- IN-PLANT PRESSURISED STORAGE
METHOD
TECHNICA WILL USE ITS COMPREHENSIVE RISK ANALYSIS COMPUTER PACKAGE, SAFETI, TO ANALYSE THIS INSTALLATION, USING TWO MODES OF ANALYSIS:
(I) FAST ANALYSIS, USING ALL THE DEFAULT OPTION AND OTHER FEATURES OF SAFETI WHICH ALLOW RAPID PRODUCTION OF RISK CONTOURS (ALSO F-N CURVES, WHICH HOWEVER ARE OUTSIDE THE SCOPE OF THE BENCHMARK EXERCICE).
(II) DETAILED ANALYSIS, IN WHICH MORE MANUAL EFFORT IS PUT INTO THE PREPARATION OF DATA FOR SAFETI, DEFAULT OPTIONS ARE NOT USED SO MUCH AND ANY SPECIAL HAZARDS GET MORE THOROUGH TREATMENT.
IN ADDITION, THE DUTCH MINISTERY OF HOUSING, PHYSICAL PLANNING AND ENVIRONMENT WILL BE DOING AN INDEPENDENT RUN OF SAFETI USING THE "FAST" MODE (I) ABOVE. THIS WILL MAKE IT POSSIBLE TO EXAMINE THE VARIATION BETWEEN TEAMS (USING THE SAME METHODOLOGY) AND ALSO BETWEEN METHODOLOGIES (FAST OR DETAILED) USING THE SAME TEAM.
