DEVELOPMENT OF A RISK ASSESSMENT TECHNIQUE FOR ASSESSING CONTAMINATED SITES

Objective

THE OVERALL OBJECTIVE OF THE PROPOSED RESEARCH IS TO PROVIDE A STRUCTURED AND CONSISTENT PROCEDURE WITH WHICH TO CHARACTERISE THE HEALTH RISK PRESENT (THROUGH RELEASES OF CONTAMINANTS TO THE ENVIRONMENT) FROM ABANDONED WASTE DISPOSAL SITES AND CONTAMINATED LAND LOCATED IN A RANGE OF INSTITUTIONAL AND CLIMATOLOGICAL SETTINGS. THE RESEARCH WILL BUILD UPON A METHODOLOGY DEVELOPED BY DAMES & MOORE FOR THE UK HAZARDOUS WASTE INSPECTORATE (HWI) WHICH IS DESIGNED TO EVALUATE THE ENVIRONMENTAL RISKS OF DISPOSING OF HAZARDOUS WASTES TO ACTIVE LANDFILL SITES.

THE PROCEDURE DEVELOPED WILL BE AVAILABLE AS A SIMPLE AND COST-EFFECTIVE SCREENING TOOL WITH WHICH TO EVALUATE:

- THE SHORT AND LONG TERM HEALTH RISKS PRESENT IN ABANDONED CONTAMINATED SITES AND IN SITES ACTIVELY VENTING METHANE GAS;

- THE SHORT TERM HEALTH RISKS INHERENT IN CARRYING REMEDIAL ACTIONS AND;

- THE EXTENT TO WHICH REMEDIAL ACTION LEADS TO A MITIGATION OF LONG-TERM HEALTH RISKS. FURTHER, THE STUDY WILL INCORPORATE;

- A RANGE OF INSTITUTIONAL APPROACHES TO THE APPLICATION OF ENVIRONMENTAL AND PUBLIC HEALTH CONTROLS IN RELATION TO CONTAMINATED LAND AND TO METHANE PRODUCING LAND.

- A RANGE OF HISTORICAL, CLIMATOLOGICAL, DEMOGRAPHICAL AND GEOLOGICAL SETTINGS IN RELATION TO CONTAMINATED LAND.

THE PROPOSED RESEARCH CONCENTRATES ON THE DEVELOPEMNT OF A RISK ASSESSMENT PROCEDURE WHICH INCLUDES THE USE OF A LOW COST UNCOMPLICATED FIELD INVESTIGATION METHODOLOGY. THIS METHODOLOGY IS INTENDED TO GENERATE ENOUGH DATA TO ENABLE SITES TO BE "SCREENED" IN TERMS OF THE GENERAL DEGREE OF RISK THEY POSE TO PUBLIC HEALTH AND THE ENVIRONMENT.
