Objective
The last European council emphasise a new strategic goal for Europe to become the most competitive and dynamic knowledge based economies in the world capable of sustainable economic growth. The objective of the proposition is to build new scenario for sustainable development based on greenhouse gas abatement policies and on R&D and technical proper ones. The method that we follow proposition is to use two applied detailed sectoral Energy-environment-economy models: GEM-E3 which is an Applied General Equilibrium model, and NEMESIS an econometric one, to build the best scenario (in term of growth, employment, welfarel based on environmental and R&D policies. The innovative character of the proposition lies in the production bloc of the two models that incorporate new mechanisms derived from new theory of technical progress and growth (endogenous R&D, quality effects, spillovers).
