Concerted action on tradeable permits (CATEP)

Objective

A Concerted Action on emissions trading is proposed so as to bridge the gap between Europe and the US in integrating emissions trading into global climate change policy. The Kyoto Protocol allows such trading of greenhouse gas emissions across national frontiers as a means of complying with agreed national quota limits. A series of workshops on key issues will be held, including supplementary, monitoring and enforcement, trading mechanisms and rules, quota allocation, competitiveness issues and linkage with other instruments. National experiences will be discussed in two country forums. Outputs will include a series of Policy Briefs, designed to be user friendly and a web site with workshop papers and policy readily accessible. This Concerted Action will involve key researchers and those in the policy process at various levels in Europe, drawing on expertise from outside Europe when appropriate.
