Objective
An evaluation of the effects of the CAP at different levels is particularly important in relation to the CAP reform since 1992. At the end of the temporary period, while the Reform is also taking under considera- i tion the sectors previously excluded, the need for changes in the EU agricultural po, licy is increasing. The impact of the Reform will also be profondly influenced by the new EU scenario, the Unique Market, the GATT agreements, the extensions towards Northern States and the full application of Maastricht Treaty. The main aims of the project are:
1) The elaboration of different tools for evaluating EU agricultural policy at different levels: farms, Regions and Countries. We will set up supply models, on the one hand for a better adaption to the Reform, and on the other for a better representation at regional level. The evaluation of the agricultural policy at farm level will be carried out by representative groups and farm accounting system.
2) Dynamic analysis of rural development at regional level, in respect to EU reforms, The evaluation of regional models of endogenous development will be done by examining sectorial agricultural variables, but also the main features of the economic, social and environmental context.
3) The formulation of suggestions for a new effective, stable and sustainable agricul tural policy. The analysis will consider the behaviour of Member States and the coalitions with which agricultural policy might compromise. The results will be of three kinds:
a) the creation of supply models which can be applied in all EU countries, with resul ts at farm, region and national levels, in order to evaluate the effects of agricultural policies on agricultural incomes, farms typologies, productive sectors, and also on land allocation.
b) the creation of regional models of endogenous rural development aimed at giving in dications to EU policy decision makers through the identification of specific tools which can be employed in the creation of an agricultural policy tending towards more balanced development.
c) the formulation of suggestions and tools to help EU policy makers define a new stable and efficient EU agricultural policy.
