EXEMPTION OF RADIOACTIVE WASTES PRODUCED OUTSIDE THE NUCLEAR FUEL CYCLE IN SPAIN

Objective

THE STUDY REFERS TO THE SPECIFIC SPANISH CASE AND ITS PURPOSE IS TO:

A. SELECT THE SIGNIFICANT DATA OF SOME OF THE EXISTING LOW LEVEL WASTES FROM SMALL PRODUCERS (MEDICAL CENTRES AND RESEARCH LABORATORIES) NEEDED TO PERFORM AN ASSESSMENT ON THEIR EXEMPTABILITY.

B. PERFORM A RADIOLOGICAL ANALYSIS OF THE CONSEQUENCES OF THE UNREGULATED DISPOSAL OF TWO STREAMS (BIOLOGICAL AND ORGANIC RADIOACTIVE WASTES) BECAUSE OF ITS RELATIVE IMPORTANCE IN THE GROUP OF SMALL PRODUCERS.

THE PROJECT WILL BE DEVELOPED FOLLOWING THE STAGES DEFINED BELOW:

A) SELECTION OF A REPRESENTATIVE SAMPLE OF THE DIFFERENT TYPES OF MEDICAL CENTRES AND RESEARCH LABORATORIES WHICH USE RADIOACTIVE MATERIALS AND PRODUCE LOW LEVEL WASTES. THE SCREENING CRITERIA WILL BE:

A.1 EACH ONE OF THE SIGNIFICANT TYPES OF WASTES MUST BE GENERATED IN AT LEAST ONE OF THE SELECTED CENTRES.
A.2 THE VOLUME OF WASTE PRODUCED IS IMPORTANT.
A.3 THE CENTRE HAS A RELIABLE ACCOUNTING AND DOCUMENTATION SYSTEM.
A.4 THERE IS A DEGREE OF SEGREGATION OF WASTES.

B) PREPARATION OF A PROCEDURE TO BE USED DURING THE COLLECTION OF DATA. THIS WILL INCLUDE:

B.1 STEPS TO BE FOLLOWED WHEN CONTACTING THE SMALL PRODUCERS.
B.2 A LIST OF THE WASTE-RELATED PARAMETERS NEEDED TO PERFORM THE CALCULATION SUCH AS: OVERALL AND SPECIFIC ACTIVITY, VOLUME, PHYSICO-CHEMICAL PARAMETERS, ETC.
B.3 A LIST OF THE DATA NEEDED TO DEFINE THE DISPOSAL PRACTICE: INCINERATOR, SEWER, DUSTBIN, COMPACTION, EVAPORATION, OTHERS.
B.4 A SPECIFIC QUESTIONNAIRE TO BE SENT TO THE PRODUCERS.
B.5 A LIST OF CONTACT PERSONS OF EACH CENTRE AND THEIR POSITION.

C) COLLECTION OF DATA

D) CLASSIFICATION OF THE DIFFERENT TYPES OF WASTES IN GROUPS WHICH CAN BE TREATED UNDER THE SAME ASSUMPTIONS WHEN PERFORMING THE RADIOLOGICAL ASSESSMENT. RECOMMENDATIONS TO THE PRODUCERS WILL BE DEVELOPED.

E) CALCULATION OF THE RADIOLOGICAL IMPACT OF THE DISPOSAL OF TWO STREAMS OF WASTES TAKING INTO ACCOUNT DIFFERENT SCENARIOS AND PRACTICES.

F) COMPARISON OF THE RESULTS WITH THE RECOMMENDED INDIVIDUAL DOSE LIMITS AND THE COLLECTIVE DOSE TARGETS. NO DETAILED OPTIMISATION STUDY IS INCLUDED IN THE CALCULATION.
