In-kind transfers as instruments of redistributive policy
In my dissertation, I would like to investigate the role of in-kind transfers (public provision of private goods) in redistributive policies. The first part will extend recent theoretical contributions, in order to analyse the optimal structure of transfers if the tax policy is optimally designed (given the information structure). The second part investigates the role of public provision in a European setting characterised by potential tax competition and enhanced mobility. The third part attempts to apply the theoretical models to various transfer programs which have been used in EU member countries.
