Distributed audio-visual archives network

Objective

The DiVAN project aims at building and evaluating a distributed audio-visual archives network providing a community of users with facilities to store raw material, and access it in a coherent way, on top of high-speed wide area communication networks.

Specifically, the major objectives of the DiVAN project are:
1. To build a distributed audio-visual digital library system providing TV broadcasters and video archives owners with facilities to effectively digitise, annotate, organise and store raw material.
2. To provide coherent content-based access to large organised repositories of audio-visual information via user-friendly interface paradigms, on top of high-speed wide area communication networks, in an efficient, effective, flexible, and secure way, paying specific attention to interoperability issues and considering the upcoming content-based MPEG-4 video compression standard.
3. To demonstrate and assess the applicability and acceptability of the DiVAN system through experiments and involvement of real actors, through the establishment and population of a distributed audio-visual digital library using material lying on the traditional archives of major European Broadcasters and audio-visual Institutions.
These objectives imply:
- Development, integration, and demonstration of advanced multimedia technology. Specifically, the key technological areas include digitisation-compression standards, multimedia storage servers, high-speed networks, video annotation and retrieval techniques, and distributed object technologies.
- Selection of a considerable amount of representative audio-visual material that will be used as the basis for experimentation.
- Definition of realistic application scenarios that will fully exploit the opportunities offered by the materials that are in digital format.
The development of the DiVAN system will focus on emerging standards. Specifically, MPEG-4 and MPEG-7 will be examined for their content-based functionalities, and OMG-CORBA for the interoperability issues and DAVIC compliance.
An initial prototype of the system is expected to be operational in the middle of the project. This will be based on existing video compression standards, whereas the final system will be based on emerging content-based video compression standards (MPEG-4/MPEG-7). Useful feedback by end users obtained after trials of the initial prototype will influence the final version of the system. In the mean time tools based on MPEG-4 that are expected to appear in the market will appropriately be integrated in the final version. Evaluation of the final prototype digital library system will follow, and finalisation of the exploitation strategy towards a successful commercialisation of a complete operational product will derive.

Programme(s)

Multi-annual funding programmes that define the EU’s priorities for research and innovation.

Topic(s)

Calls for proposals are divided into topics. A topic defines a specific subject or area for which applicants can submit proposals. The description of a topic comprises its specific scope and the expected impact of the funded project.

Call for proposal

Procedure for inviting applicants to submit project proposals, with the aim of receiving EU funding.

Funding Scheme

Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.
