Objective
The objective of this proposal is to assist building owners in elaborating long-term financial investment strategies in maintenance and refurbishment operations by developing a professional investment decision-making tool. This project will promote cost effective and affordable investments into existing buildings, while addressing the environmental challenge and optimum use of natural resources. and improving the general social aspects of building tenants. This tool will support decisions on which buildings have priority for investment and also when this is an optimal investment. The main target of the new methodology is to give decision elements to invest in order to anticipate deterioration instead of running after problems and investing to limit the damages. The innovation includes the way quantitative and qualitative parameters (social, physical, cultural and economic) are aggregated in order to emphasize the concept of investment over simple financial criteria commonly used.
At the end of the project the main outcomes are:
- a European database on building element deterioration based on the performance of 350 residential building surveys distributed in the seven participating countries (Greece, Italy, Switzerland, Germany, France, Poland and Denmark);
- an Handbook of Guidelines on Building's Deterioration. The objectives of this Handbook is to present a set of user friendly guidelines for expanding the life span of the building's elements separately, and of the building's as a whole. The Handbook is intended for architects and engineers, building managers and owners, as well as building occupants. A multimedia version of this Handbook has also been developed and is available on a CD-ROM or can be downloaded from the INVESTIMMO web page (http://investimmo.cstb.fr);
- a predictive model describing the deterioration process of building elements. The model has been implemented and tested on a software platform;
- a simulation tool assessing the evolution of refurbishment costs of building elements in the next 10-15 years for different building maintenance scenari (low/medium/high level of maintenance), based on the deterioration model;
- 4 sets of guidelines. Each set is related to a criteria playing a role in asset management (technical, social, environmental and financial aspects). All these documents serve the same purpose : to help decision makers to decide when, where and how to invest resources in housing maintenance and refurbishment;
- a computer-based multimedia software giving assistance to decision makers to establish strategic asset management plans tailored to residential buildings.
